KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS —BOARD OF COUNTY COMMISSIONERS <br />2023 STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: November 13, 2023 <br />TOPIC: CONSOR Task Order No. 1 Amendment <br />ACTION REQUESTED: Direct Staff <br />LEAD STAFF: <br />Mark R. Cook <br />RECOMMENDATION: <br />Support Public Works (PW) staff decision amending CONSOR Task Order No. 1. <br />BRIEFING SUMMARY: <br />• PW negotiated a professional services agreement with CONSOR for road levy <br />election support in November 2024. <br />• Subsequently, the Board's attorney determined that the negotiated scope of work <br />was inconsistent with restrictions against lobbying for election initiatives. <br />• PW has amended the scope of work with CONSOR eliminating potential conflict <br />with prohibitions and CONSOR has accepted the changes without additional cost <br />to the contract. <br />BACKGROUND: <br />PW is facing a declining fund balance against increasing maintenance costs that is <br />unsustainable. Our ten-year asset management plan offers two service levels: <br />maintenance and rehabilitation/replacement. The maintenance service levels maintain <br />road and bridge service levels but requires a road levy lift to maintain service levels for <br />the next ten years. Absent supplemental levy funding, service levels will be reduced to <br />rehabilitation/replacement. Given fixed revenues against increasing costs, PW will <br />reduce maintenance levels on existing assets allowing some to move backwards <br />(pavement to gravel) and forcing abandonment of others (bridge closures). Seeking to <br />message well ahead of the road Ievy election, PW hired CONSOR for outreach and <br />election support. <br />DISCUSSION: <br />Revisions to Task Order No. 1 remove focused effort on creating election campaign <br />materials and redirect efforts towards public education and awareness. A redline version <br />of changes is provided for Board of County Commissioner (BoCC) review (EXHIBIT 1). <br />The revisions have been sent to the Board's legal advisor for concurrence. Our first task <br />is to develop a list of key county stakeholders for CONSOR to interview. PW desires <br />hearing from the BoCC identifying particular stakeholders the BoCC deems appropriate <br />to begin the public outreach campaign. <br />Page 1 of 2 <br />Public Works "Work Session Staff Reporf', 2023 <br />
