KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS -- BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: November 13, 2023 <br />TOPIC: Kittitas Highway at No. 6 Road Stop Sign <br />ACTION REQUESTED: Schedule a Public Hearing receiving the <br />Engineer's study on installation of an all -way <br />stop at the intersection of Kittitas Highway at <br />No. 6 Road <br />LEAD STAFF: <br />Joshua Fredrickson <br />RECOMMENDATION: <br />Schedule a public hearing for December 5, 2023, receiving the County Engineer's study <br />on the installation of an all -way stop at the intersection of Kittitas Highway at No. 6 Road <br />BRIEFING SUMMARY: <br />• Kittitas County Code 10.12.010 codifies intersection stop control. <br />• 2009 Manual on Uniform Traffic Control Devices (MUTCD) 213.06 Multi -Way <br />Stop Applications provides guidance on intersection control. <br />• Recent crash data at the intersection of Kittitas Highway at No. 6 Road has <br />prompted review of the intersection for consideration of an all -way stop <br />installation. <br />• Traffic data collected October 5, 2023, through October 12, 2023, at the <br />intersection. <br />BACKGROUND: <br />Responding to concerns regarding the number of crashes reported at the intersection of <br />Kittitas Highway at No. 6 Road, Public Works collected traffic and speed data of the <br />intersection approaches. Public Works deployed traffic data collectors October 5, 2023, <br />and collected through October 12, 2023. Data was collected at each leg of the <br />intersection, including Kittitas Highway mile post 2.23 and 2.49, and No. 6 Road mile <br />post 0.89 and 1.15. <br />Reported crash data for the previous year was also reviewed for crashes which are <br />susceptible to correction by a multi -way stop installation. Traffic and crash data were <br />compared to guidance provided in the MUTCD. <br />
