KITTITAS COUNTY
DEPARTMENT OF PUBLIC WORKS
PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS
2023 STUDY SESSION STAFF REPORT
STUDY SESSION DATE: October 9, 2023
TOPIC: Baker's Acres Petition Request
ACTION REQUESTED: Direct Staff
LEAD STAFF:
Mark R. Cook.
RECOMMENDATION:
Direct staff.
BRIEFING SUMMARY:
• Ongoing Suncadia construction traffic cutting through Evergreen Estates and
Baker's Acres is creating community frustration.
• Public Works (PW) has received a community petition requesting a gate be
installed at the intersection of Bakers/Winston Roads (approximately 50
residents).
Snow removal operations and access to a privately managed rock pit require
consideration.
BACKGROUND:
For the past several years, PW has placed barricades at the end of Winston Road
attempting to thwart Suncadia construction traffic from cutting through Evergreen Estates
and Bakers Acres subdivisions. Thus far, we have not been able to achieve total success
as offenders create new routes around every barricade placement. Attempts to secure
new berm construction along Swiftwater Drive have not resulted in any action on the part
of Suncadia. PW has successfully opened Swiftwater Drive at Highway 903 allowing
construction access at this location.
DISCUSSION:
Contractors continue short -cutting Swiftwater Drive at Highway 903 by using local
roadways in Evergreen Estates and Bakers Acres. It is possible to install ecology blocks
and a gate at the end of public right of way on Winston Road. It will then be necessary to
provide a fire access box and possibly a key to the owner of the private rock pit located
between the proposed gate location and Swiftwater Drive. The gate would then be
opened by PW staff during winter snow removal operations allowing for continued use of
the right of way for snow storage. It is presumed that once PW begins stacking snow in
the right of way no contractor will attempt accessing Swiftwater Drive.
Prior to installing the proposed gate, PW will reach out to local fire districts and Suncadia
management informing them of our pending action.
