Cook. <br />RECOMMENDATION: <br />Direct staff. <br />BRIEFING SUMMARY: <br />• Ongoing Suncadia construction traffic cutting through Evergreen Estates and <br />Baker's Acres is creating community frustration. <br />• Public Works (PW) has received a community petition requesting a gate be <br />installed at the intersection of Bakers/Winston Roads (approximately 50 <br />residents). <br />Snow removal operations and access to a privately managed rock pit require <br />consideration. <br />BACKGROUND: <br />For the past several years, PW has placed barricades at the end of Winston Road <br />attempting to thwart Suncadia construction traffic from cutting through Evergreen Estates <br />and Bakers Acres subdivisions. Thus far, we have not been able to achieve total success <br />as offenders create new routes around every barricade placement. Attempts to secure <br />new berm construction along Swiftwater Drive have not resulted in any action on the part <br />of Suncadia. PW has successfully opened Swiftwater Drive at Highway 903 allowing <br />construction access at this location. <br />DISCUSSION: <br />Contractors continue short -cutting Swiftwater Drive at Highway 903 by using local <br />roadways in Evergreen Estates and Bakers Acres. It is possible to install ecology blocks <br />and a gate at the end of public right of way on Winston Road. It will then be necessary to <br />provide a fire access box and possibly a key to the owner of the private rock pit located <br />between the proposed gate location and Swiftwater Drive. The gate would then be <br />opened by PW staff during winter snow removal operations allowing for continued use of <br />the right of way for snow storage. It is presumed that once PW begins stacking snow in <br />the right of way no contractor will attempt accessing Swiftwater Drive. <br />Prior to installing the proposed gate, PW will reach out to local fire districts and Suncadia <br />management informing them of our pending action.
