BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br />RESOLUTION <br />No.2o2r-J 4ltl <br />RESOLUTION TO AUTHORIZEEXECUTION OF AN INTERLOCAL AGREEMENT <br />BETWEEN THE KITTITAS COUNTY PUBLIC HEALTH DEPARTMENT AND THE <br />WASHINGTON STATE DEPARTMENT OF ECOLOGY FOR SOLID WASTE <br />ENFORCMENT <br />WHEREAS, RCW 39.34, the Interlocal Cooperation Act, provides the capability for public <br />agencies to cooperate for mutual advantage; and <br />WHEREAS, Kittitas County, through the Kittitas County Public Health Department (KCPHD), <br />is charged with the preservation, promotion, and improvement of health in the <br />County; and <br />WHEREAS' one of the many ways KCPHD preserves and promotes health improvements is by <br />ensuring compliance with solid waste laws and regulations; and <br />WHEREAS, the Washington State Department of Ecology has obligations under state law to <br />ensure compliance with laws in regard to solid waste facilities as described in the <br />attached Interagency Agreement that is hereby incorporated by this reference; and <br />WHEREAS, the Washington State Department of Ecology desires to delegate certain well <br />enforcement activities to KCPHD and also to provide funding for such delegated <br />activities; and <br />WHEREAS, the Parties desire to enter into the Interagency Agreement that is attached hereto. <br />NOW THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Kittitas <br />County, Washington, authorizes execution of an Interagency Agreement with the Washington <br />State Department of Ecology that is attached hereto, and incorporated herein by reference. <br />DATED this Attr day of 2021, at Ellensburg, Washington. <br />BOARD OF COLINTY MMTSSI <br />CO w <br />of the <br />t <br />I <br />C ommlssloner
