The vuroase of this chapter is to provide adequate parking for all uses allowed in this- itle <br />o duce demand for ar i b encouraging alternative means of trans or i <br />includipublic transit andj2kycles and to increase pedestrian mobility b <br />i. Setting minimum off-street parking standards for different land uses and districts <br />that assure safe. convenient and adequately_ sized parking facilities: <br />ii. —Recognizing that developed properties are likely to support a yariety_of different <br />uses otrer time; and <br />iii. Providing for parking andstorage of bicycles. <br />Z. Authority and application. <br />a. The regulationg 9f this chapter apply to all parking areas in all zoning disiricts <br />within the City of Ellensburg's Urban Growth Area. <br />b. The regulations of this cha ter apply to all new development applications, all new parking <br />lot construction or enlargement. In addition, these _r_egulations; shall apply at the time of <br />pdarging. moving or increasing the capacity of existing structures creating reatna-oraddina <br />dwelling units, ggmmercial or industrial floor space, car seating facilities. and shall also apply <br />when an existing land use within an existing structure is changed to a category of land use <br />as .set forth below that is different than the category+ of land use fgr which the existing <br />parking_ facility was designed and installed. <br />alled. <br />c. Before an occupant permit maybe granted for any new.of enlarged building r for <br />change of use in any existing building, the use shall be required to meet the provisions of <br />this chapter. <br />d. If,this_chapter does not specb a parking _requirement for a land use, the director shall <br />establish the minimum requirement based on a study of anticipated parking demand. <br />
