Gal T TITAS COUNTY <br />Board of County Commissioners <br />Five]"4121;7;F3-I_12aI L1411167G til <br />AGENDA DATE: September 12, 2023 <br />ACTION REQUESTED: Request Boards approval Resolution <br />BACKGROUND: Kittitas County Solid Waste operates the Ryegrass Facility <br />which includes multiple permits and activities. <br />The operations on site are governed under WAC 173.200, <br />WAC 173.350 and WAC 173.308 all of which require ongoing <br />environmental monitoring and permitting. This Amendment will <br />cover nine different areas onsite. Due to the complexity of the <br />site it is necessary to have the same consultant work with all of <br />the permits and regulations since some of the monitoring is <br />needed for multiple permits. <br />Task 1 will include siting and drilling a new ground water <br />monitoring well between the septage lagoons and the landfills. <br />The Department of Ecology Hydrogeologist has requested that <br />an up gradient well be installed per WAC 173.350-330, in order <br />to confirm background water quality. Over the years we have <br />talked with the DOE about this well and siting of it has been an <br />issue since we are on the top of the mountain and finding the <br />correct location. Prior Hydrogeologist had not required the <br />installation. <br />Task 2 Limited Purpose Landfill closure design services. <br />Task 3 Limited Purpose Landfill engineering services <br />Task 4 Evaluation of borrow soils to be used on site for cover <br />material. Testing of soil to be brought on to the site to be used <br />for cover material and to amend existing soils. <br />Task 5 Expansion of the Biolsolids land application area. <br />Task 6 SEPA Check list and Critical Areas Report update. <br />Task 7 Air permitting for the facility. <br />Task 8 Unanticipated, Critical Work Allowance. <br />Task 9 Annual Environmental Monitoring Reporting <br />This work is to be completed by September 2025. <br />
