KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />2023 STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: August 28, 2023 <br />TOPIC: CONSOR Scope of Work and Fee <br />ACTION REQUESTED: Direct Staff <br />LEAD STAFF: <br />Mark R. Cook <br />RECOIVIMENDATION: <br />Direct staff prepare enabling legislation for Board action. <br />BRIEFING SUMMARY: <br />• Public Works (PW) has completed developing a scope of work and fee proposal with <br />CONSOR (public outreach consultant). <br />• The proposed work plan supports Road Fund levy efforts fall of 2024. <br />• PW desires executing a Task Order Contract with CONSOR and beginning outreach <br />efforts fourth quarter of 2023. <br />BACKGROUND: <br />For the past several months, PW has been working with CONSOR (selected outreach <br />consultant) developing a service proposal for Board of County Commission (BoCC) <br />consideration. A draft scope of work and fee supporting the 2024 Road Fund levy election is <br />now ready for BoCC review. <br />DISCUSSION: <br />PW proposes having CONSOR initially interview a selected group of community leaders <br />(BoCC selected) vetting our proposed levels of future service assuming levy rates remain <br />unaltered or that our current service levels remain in place with a Road Fund levy lift. A <br />complete scope of work and fee estimate is attached as EXHIBIT 1 and summarized below <br />for BoCC consideration. <br />• CONSOR interviews 12-15 BoCC identified stakeholders. <br />• Two focus groups are formed and interactions with CONSOR are documented. <br />• A telephonic survey is conducted. <br />• Election messaging and campaign materials are prepared. <br />Campaign outreach is conducted. <br />FISCAL IMPACTS: <br />The cost of conducting the proposed scope of work is $85,840. <br />ATTACHMENTS: <br />EXHIBIT 1: CONSOR SOW AND FEE PROPOSAL <br />Page 1 of 2 <br />Public Works "Work Session Staff Report", 2023 <br />
