KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: August 28, 2023 <br />TOPIC: Vantage Highway Paving <br />ACTION REQUESTED: Informational — No Board action required. <br />LEAD STAFF: <br />Joshua Fredrickson <br />RECOMMENDATION: <br />Informational briefing — no Board of County Commissioners (BoCC) action is required. <br />BRIEFING SUMMARY: <br />• Possible redistribution funding from Washington State Department of <br />Transportation (WSDOT) may become available for shovel ready projects. <br />• Vantage Highway surfacing between MP 2.027 and MP 6.570 is in need of <br />repairs. <br />• Funding has been requested for resurfacing Vantage Highway. <br />• Obligation of any awarded funds is needed by the end of September. <br />BACKGROLINI D: <br />In early June, Kittitas County was informed that there may be a surplus of Surface <br />Transportation Block Grant (STBG) funds available to Local Agencies that have shovel <br />ready projects able to obligate funding by mid -September of the current year. <br />Public Works has identified the repaving of Vantage Highway from City of Ellensburg <br />limits to No. 81 Road as a project that meets the criteria of this funding. <br />DISCUSSION: <br />Resolution 2023-109 authorized CRP No. 317-23 for a project on Vantage Highway to <br />grind and replace the existing top layer of asphalt within the existing pavement limits. <br />Limits of the proposed paving is proposed between MP 2.027 and 6.570, City limits to <br />No. 81 Road. Kittitas County Public Works staff will perform design and construction <br />management. A request has been made for the full project length. The current estimated <br />total cost of the project is $3,950,000.00. The funding source requires a 13.5 percent <br />match in local funds for construction, estimated at $534,000.00. Final notification of the <br />amount awarded for the Vantage Highway Paving project is not yet known. <br />Federal funding made available through WSDOT requires conformance with the Local <br />Agency Guidelines including documentation and Project Prospectus.
