In 2020 Solid Waste applied for a FEMA Bric Grant and our application made it to the final <br /> round of projects. In 2022 we found out that we would not be able to receive the FEMA BRIC <br /> grant since they wanted an additional 16 acres Deed restricted above what we had in our <br /> application. With the change in requirement the County applied for a Public Works Trust Fund <br /> load to help finance the construction of the facility. While we are waiting to hear on our <br /> application for the loan, we have gone out for RFQ for the design of the facility. <br /> In 2023 we are looking to increase our staffing to help keep up with the growth of the <br /> community. We would like to add a two day a week scale house attendant to help with the <br /> additional customer traffic at the facilities and we would look to add a Solid Waste Technician <br /> that could assist the Household hazardous waste supervisor with operations. <br /> GOALS FOR 2023 <br /> In 2023 we will continue to work with the City of Ellensburg and the Health Department on <br /> permitting the New Ellensburg facility. <br /> We are working with the State of Washington, and a local developer to update and add a new <br /> entrance to the transfer station off Highway 903. With the growth in the area this will provide <br /> additional queuing for the Upper County Transfer Station. This project will help improve safety <br /> at our facility for our customers. <br /> In 2023 the Solid Waste Department, Waste Management and SWAC will continue to evaluate <br /> the recycling needs of Kittitas County and adjust as needed with the Changing Markets. <br /> Work with the Department of Ecology to start the final closure process on the MSW landfill at <br /> Ryegrass. The landfill has been under post closure care for 28 years and we will be working with <br /> DOE to reach final closure. <br /> In 2022 we were able to obtain and hire Carly Brettman to assist with our outreach and education <br /> materials up to 16 hour a week. This has been fully grant funded and we look to continue in <br /> 2023 as long as grant fundinf will allow. <br /> 2023 NEW EXPENSE REQUEST <br /> New requests which are budgeted and funded in our 2023 preliminary budget. <br /> 1. Continue with the new transfer station design and permitting. Construction is not in the <br /> budget. We will do a budget amendment when the loan/funding has been secured. <br /> 2. New Solid Waste Technician, and part time scale house attendant. <br /> 3. Add second entrance to Cle Elum transfer station. <br /> 4. Replace scale decking at the Cle Elum transfer station. <br /> 5. Complete Limited Purpose Landfill expansion. <br />
