1859 <br />STATE OF WASHINGTON <br />DEPARTMENT OF ECOLOGY <br />Central Region Office <br />1250 West Alder St., Union Gap, WA 98903-0009 a 509-575-2490 <br />September 2, 2022 <br />Holly Myers, Office Director <br />Washington State Department of Health <br />Office of Drinking Water <br />Re: Department of Health technical assistance request to review Ski Tur Valley and Starwater Water System Plans <br />This technical assistance memorandum is in response to a request made by Holly Myers from the Department of <br />Health (DOH) Office of Drinking Water on July 29, 2022 of the Department of Ecology (Ecology) to review the <br />Water System Plans for Ski Tur Valley and Starwater Water Systems. <br />Background <br />Ecology reviewed the following documents supplied by DOH: <br />• Ski Tur Valley Maintenance Association Small Water System Management Program dated July 2001 <br />• Ski Tur Valley Maintenance Co. Abbreviated Comprehensive Water Plan dated February 1995 <br />0 Water Service Plan for Starwater dated October 1977. <br />Only one surface water right was found for the systems, S3-22384C (see Table 1). This surface water right <br />certificate, from a spring, was issued on August 22, 1978 and has now been superseded by adjudicated certificate <br />S4-83039-J. This right is for 0.06 cubic feet per second (cfs), 43.5 acre-feet per year, from an unnamed spring, for <br />the use of continuous community domestic supply for 101 recreational connections. <br />In addition to the surface water right listed in the supplied documents, Ecology notes that within the service area <br />of both systems, there are two additional groundwater certificates, G4-25791(A)C and G4-25791(B)C (Table 1). The <br />places of use of these certificates look to cover portions of the service area. These groundwater certificates are <br />each for 26.5 gallons per minute (gpm), 11.5 acre-feet/year, from an infiltration gallery, for the use of continuous <br />community domestic supply for 23 units. The priority date of these certificates is March 6, 1978. <br />Physical Availability <br />Gold Creek, which Ski Tur's spring and Starwater's infiltration gallery may contribute to, has water availability <br />issues.
