KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: August 14, 2023 <br />TOPIC: Hyak Drive East <br />ACTION REQUESTED: Informational — No Board action required <br />LEAD STAFF: <br />Joshua Fredrickson <br />RECONLMENDATION: <br />Informational briefing — no Board of County Commissioners (BoCC) action is required. <br />BRIEFING SUMMARY: <br />• Auditor File Number 462834 deeded right-of-way from Kittitas County Sewer <br />District No. I to the County for the southern portion of Hyak Drive East. <br />• Various roads in Hyak were improved through a Road Improvement District <br />(RID) completed in the early 1990's. <br />• 1996 Resolution approved to bring RID roads in Hyak onto the County system. <br />• Resolution 2012-010 brought a segment of Hyak Drive East onto the County <br />system. <br />• Resolution 2013-121 brought the existing turn -around onto the County system. <br />• Deeded section of Hyak Drive East is not an on -system road (unopened county <br />right of way). <br />BACKGROUND: <br />In 1982 Kittitas County Sewer District No. 1, the predecessor to Snoqualmie Public <br />Utility District (SPUD), deeded to Kittitas County a portion of property for right-of-way. <br />This right-of-way extends from Hyak Drive East to national forest lands. As development <br />continued in the area the County established a Road Improvement District (RID) to make <br />improvements to various roadways in the Hyak area. These roads were brought onto the <br />County Road system through resolution. The County built a shop at the paved end of <br />Hyak Drive East, along with a turnaround at the county shop. SPUD has constructed <br />facilities along the section of right-of-way deeded to the County. <br />DISCUSSION: <br />The paved portion of Hyak Drive East receives regular maintenance and snow plowing, <br />as it is an on -system roadway. This road segment serves the County/SPUD joint use <br />maintenance shop. During winter months a gate is closed at the end of the pavement <br />where a turnaround exists, preventing vehicles from continuing to Forest Service Road <br />9070. The County has right-of-way deeded for approximately 785 feet south of the <br />existing turnaround. The right-of-way continues to the FS road.
