KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STLrDY SESSION STAFF REPORT <br />STUDY SESSION DATE: August 14, 2023 <br />TOPIC: Easton 11 Street Vacation Request <br />ACTION REQUESTED: Direct Staff <br />LEAD STAFF: <br />Joshua Fredrickson <br />RECOMMENDATION: <br />Schedule a public hearing receiving testimony regarding the proposed vacation of a <br />portion of 1st Street in Easton. <br />BRIEFING SUMMARY: <br />• Plat and recorded documents dedicated public right-of-way for 1' Street in Easton <br />Adjacent property owner desires clearing title and having full use of the property. <br />• Public Works (PW) supports the requested vacation with no value for the vacated right- <br />of-way. <br />BACKGROUND: <br />Right -of -Way for 1st Street in Easton was dedicated to the County on the Plat of South Easton, <br />Book 2 of Plats page 24. 1" Street traverses through Parcel Numbers 441934, 491934, 481934 <br />and 501934. This right-of-way was dedicated for public use, Public Works is required to follow <br />the vacation process pursuant to County code and State law. <br />DISCUSSION: <br />Public Works received an application to vacate the right-of-way for a portion of the unconstructed <br />1st Street in Easton (EXHIBIT 1). 1' Street right-of-way separates four parcels, under three <br />separate ownerships. The property owners desire to vacate the area of the current right-of-way <br />(EXHIBIT 2). The action allows the property owner to no longer be burdened by the right-of- <br />way. PW is proposing that no value be assigned to the right-of-way as no improvements have <br />been created impacting any Road Fund expenditure. A subsequent record of survey by the <br />property owners will be needed to clear title and allow full use of the proponent's property. PW <br />supports the requested vacation of a portion of I' Street right-of-way.
