2.Project Description Summary: Provide a brief summary the project being proposed and <br />a general description of how it will address homelessness or affordable housing in <br />Kittitas County. Be sure and indicate whether the proposal is intended to provide direct <br />client services or construction, maintenance, or improvement of housing facilities, <br />including a proposed timeline for completion. (300 words max.) <br />5 <br />HopeSource seeks matching funds from the HAHC to support existing services for <br />homeless youth in Kittitas County. HopeSource has been operating the HUD Youth <br />Homelessness Demonstration Project (YHDP) since its inception in 2019 and <br />administers the grant in Kittitas, Grant, Adams, and Okanogan County. YHDP serves <br />homeless youth, ages 18-24, by providing rapid rehousing, transitional housing, support <br />services, and outreach. HopeSource is the direct service provider in Kittitas County. <br />Between October 2020 and December 2022, the YHDP grant served 337 youth and <br />young adults in Kittitas County. Through the program, vulnerable youth in Kittitas County <br />received emergency housing, permanent housing, case management, connections to <br />community services, and family reunification. HopeSource received state legislative <br />funding to purchase and furnish the Pine Place Apartments, an 18-unit building <br />dedicated to homeless youth in Kittitas County. The project includes four units dedicated <br />to transitional housing and sixteen for income-based permanent housing. To operate the <br />YHDP program, HopeSource must provide a 25% cash match to the project's total cost. <br />Per the 2022 HUD monitoring, HUD asks that match funding come from local community <br />sources rather than direct grantees. HopeSource has historically provided the match <br />dollars internally, most recently by leveraging federal CARES Act funding. However, this <br />funding is set to expire.
