Joint Resolution of the Kiuilas County Board of County Commissioners and the Cle Elum City Council b. A process to review and update of the Countywide Planning Policies in preparation for 2025 12026 state-mandated GMA update. c. The preparation and adoption of sub-area plans to further guide growth and development in and near the Cle Elum Urban Growth Area. d. The preparation and implementation of a comprehensive transportation plan for the Upper County. This may include, but should not be limited to: (1) Identification of future road corridors (2) Identification and prioritization of future improvements (3) Development of funding strategies including the adoption of mitigation fees e. Preparation and implementation of a regional capital facilities plan for the Upper County, or the County as a whole, including funding priorities. f. The establishment of a forum to continue to explore the feasibility of shared facilities and resources as well as to identify and discuss emergent planning issues and opportunities of mufual interest, such as: (l) Affordable housing. (2) Economic development. (3) Wildfire prevention and emergency management. g. Strategies to maximize access to state and federal grant funding 2. The Cle Elum City Council has designated Mayor Jay McGowan to represent the City in discussions to prepare a draft interlocal agreement for joint review and approval. 3. The Kittitas County Board of Commissioners has designated the County Commission Chair to represent the County in discussions to prepare a draft interlocal agreement forjoint review and approval. 4. It is the intent of the City and the County to adopt and to begin implementing this interlocal planning agreement judiciously without undue delay upon the adoption of this joint resolution. 2023by action of the Cle Elum City Council. 2 Approved ,n" Fil^day
