State of Washington Department of Ecology <br />Agreement No: SWMLSWFA-2023-KiCPHD-00145 <br />Page 6 of 22 <br />Project Title: SWE Kittitas PHD <br />Recipient Name: KITTITAS COUNTY PUBLIC HEALTH DEPARTMENT <br />SCOPE OF WORK <br />Task Number: 1 Task Cost: $102,741.33 <br />Task Title: Solid Waste Enforcement <br />Task Dessri ti n: <br />Activity - Solid Waste Handling Facility/Site Compliance <br />RECIPIENT anticipates performing the following work under this activity; <br />Compliance monitoring at solid waste handling facilities and sites using the following regulations as applicable to each facility or <br />site: Chapter 173-350 WAC (Solid Waste Handling Standards), Chapter 173-351 WAC (Criteria for Municipal Solid Waste <br />Landfills), Chapter 173-304 WAC (Minimum Functional Standards for Solid Waste Handling), and all related local solid waste <br />regulations or codes. <br />Monitoring of facilities or sites requiring a permit will be accomplished through issuing or renewing permits, at least one <br />inspection annually at each permitted facility or site, oversight and technical assistance, review of groundwater data, annual <br />review of financial assurance, and enforcement as necessary. <br />RECIPIENT will complete at least one inspection per calendar year at each permitted solid waste facility. RECIPIENT will <br />track facilities monitored and include the information in quarterly progress reports, including uploading a copy of inspection <br />reports conducted in the quarter. <br />New solid waste permit applications and notices of exemption considered during the grant period for facilities not listed may be <br />managed under this agreement. <br />Facility information: A list of facilities and their permit status is located in the Uploads form on the Application Menu page in <br />EAGL. <br />Activity - Solid Waste Investigation, Assistance, Enforcement <br />RECIPIENT will investigate and resolve solid waste related complaints and concerns, offer technical assistance about solid <br />waste regulations and how to prevent violations, provide public education about proper handling and disposal methods and <br />how to prevent violations, assist in the proper handling of abandoned or illegally stored junk or nuisance vehicles, and enforce <br />as necessary. RECIPIENT will review existing local codes and ordinances and make necessary revisions and add enforcement <br />measures to aid in compliance as necessary. <br />This task includes development and distribution of promotional materials to encourage compliance. In accordance with <br />provisions 3 and 19 of the General Terms and Conditions of this agreement, RECIPIENT is encouraged to work with their <br />ECOLOGY grant manager when developing material, and must provide a draft for review and approval ten (10) business days <br />prior to production and distribution. <br />Costs Eligible for Reimbursement <br />Template Version 12/10/2020 <br />
