State of Washington Department of Ecology <br />Agreement No: SWMLSWFA-2023-KiCPHD-00145 <br />Project Title: SWE Kittitas PHD <br />Recipient Name: KITTITAS COUNTY PUBLIC HEALTH DEPARTMENT <br />SCOPE OF WORK <br />Task Number: 2 Task Cost: $25,000.00 <br />Task Title: Homeless Encampment Response <br />Task Description: <br />ACTIVITY - CLEANUP <br />Page 8 of 22 <br />RECIPIENT or delegate is responsible for safety training and oversight of cleanup crewmembers. RECIPIENT will follow all <br />applicable county or state road setup procedures as determined by the appropriate County or State officials during cleanup. <br />RECIPIENT will provide appropriate Personal protective Equipment (PPE) for all workers. PPE can include safety vests, <br />gloves, eye protection, and any other supplies or tools necessary to complete the work safely. <br />RECIPIENT will take collected litter to a permitted solid waste facility and recycle materials whenever possible or coordinate <br />with WSDOT for pickup of litter on state roads. <br />RECIPIENT employees will coordinate with other departments and local agencies to cleanup active and or abandoned <br />encampments and continue to keep them clean. RECIPIENT employees may investigate active and or abandoned <br />encampments to assess and prioritize cleanup. Cleanup and disposal are eligible on publicly owned sites/locations only. <br />Cleanup of Federal land is allowed when the RECIPIENT coordinates with federal agencies prior to cleanup. <br />RECIPIENT may contract for assistance with this task. Reimbursement for costs incurred by contractors to perform work <br />identified in this task are subject to the same eligibility and reimbursement requirements as the RECIPIENT and require <br />ECOLOGY approval. <br />RECIPIENT is encouraged to review the Master Contract provided by Department of Enterprise Services (DES) for <br />information about vendors with experience to clean up and dispose of materials that meet the RECIPIENT's specific <br />circumstances and need. <br />ACTIVITIY — INFRASTRUCTURE, PURCHASED SERVICES <br />RECIPIENT may purchase services to provide portable toilets and or garbage collection at shelter -in -place locations and other <br />locations where the RECIPIENT has previously assessed these services are practical. RECIPIENT employees and or <br />contractors will investigate active encampments to assess the level of infrastructure needed. <br />Costs Eligible for Reimbursement <br />• Contracts and purchased services identified in the scope of work <br />• Supplies for cleanup: bags, protective gear <br />• Cleanup costs: time, transportation, and disposal of materials from encampments <br />• Time: planning/coordination of cleanup <br />• Mileage or fuel and maintenance proportionate to vehicle use for homeless encampment cleanup <br />• Costs not listed here but pre -approved in writing by ECOLOGY <br />Cost Ineligible for Reimbursement <br />Teinplate Version 12/10/2020 <br />
