BOARD BYLAWS_3 <br /> <br />a. Develop the goals, objectives, and metrics for the use of funds generated by the mental <br />health and chemical dependency tax. <br />b. Establish spending priorities in alignment with community mental health and chemical <br />dependency needs that follow the requirements of the RCW. <br />c. Develop a Request for Proposal (RFP) document and proposal review process. <br />d. Solicit and collect proposals. <br />e. Review proposals and provide recommendations to the BOCC on applications for funding. <br />f. Serve as a review board on the effectiveness of grant funding. <br />g. Annually review the Purpose and Duties, the Funding Priority Areas, and the operations and <br />functions of the Board. <br /> <br />11. CLERK OF THE BOARD RESPONSIBILITIES <br /> <br />a. Publish public notices of all Board meetings at least 72 hours before such meetings. <br />b. Attend all Board meetings. <br />c. Provide reports to the Board about the status of the Board program and funding recipients. <br />d. Take meeting minutes for the Board. <br />e. Work with Board Chairperson to finalize the agenda for each meeting. <br />f. Facilitate the creation of the RFP document. <br />g. Send timely reminders and materials to Board members for upcoming meetings. <br />h. Maintain all official records of the Board. <br />i. Ensure Board bylaws are followed. <br />j. Ensure Board meeting notifications, agendas, and minutes are posted on the Kittitas County <br />website. <br />k. Maintain and update the County website related to the Board. <br />l. Recruit new members for vacancies on the Board as needed. <br /> <br />12. AMENDMENTS <br /> <br />Proposed amendments to the bylaws shall be provided to all Board members no later than 10 <br />days in advance of the meeting at which the proposed amendment will be considered. For the <br />purpose of taking action on any proposed amendment to the bylaws, a quorum must be <br />present. The bylaws shall be reviewed by the Board at a regular meeting once every two years. <br /> <br />13. ABSENTEE POLICY <br /> <br />Three unexcused meeting absences may cause that Board member’s name to be forwarded to <br />the County Commissioners with a recommendation for removal from the Board. An absence is <br />considered excused if the member notifies the Board Chairperson, Vice Chair, or Clerk. <br /> <br />The foregoing bylaws of the Kittitas County 1/10th of 1% Mental Health and Chemical Dependency Tax <br />Advisory Board approved and adopted this 29th day of June 2023, and approved and adopted by the <br />BOCC this ___ day of _____, 2023.
