County and Ecology staff have been in discussions about <br />transferring lower County WBN determination responsibilities to Kittitas County within <br />the Green Zones. In order to start providing this service, Kittitas County needs to identify <br />appropriate fees. After fees are identified, we would request to set a public hearing to <br />adopt these fees. <br />DISCUSSION: <br />Kittitas County can provide better customer service related to review timelines. Review <br />times for Ecology conducted WBN determinations are currently taking longer than a <br />year. For WBN determinations for projects with mitigation needs outside established <br />water mitigation packages, Kittitas County may request technical assistance from the <br />Department of Ecology. Some water banks may not want Kittitas County to make WBN <br />determinations.
