INVITATION TO BID <br />Ryegrass Biosolids Management Facility <br />Septage Land Application <br />IKITTITAS COUNTY SOLID WASTE PROGRAMS <br />Ellensburg, Washington <br />Bidders are invited to submit sealed bids for the land application of septage from the 500,000 <br />gallon septage ponds located at 25900 Vantage Highway, Ellensburg, WA. The work isto be <br />done based on the procedures defined in WAC 173-308 and Biosolids Management Guidelines <br />(DOE, July 2000), the application rate has been established by the Department of Ecology letter <br />dated June 19, 2023. <br />The Contractor is to perform the following: <br />A. Supply all labor, equipment and supplies needed to pump 554,685 septage from the <br />Ryegrass lagoons and apply to permitted fields on site at the Kittitas County Ryegrass <br />Facility. <br />B. Supply all labor, equipment and supplies needed to slurry, lime stabilize, pump lagoons <br />and apply to the permitted fields on site at the Kittitas County Ryegrass Facility to reach <br />the maximum permitted gallons as approved in the DOE letter dated June 19, 2023. <br />The Work is anticipated to begin on August 14, 2023 and shall be substantially complete within <br />30 calendar days of the actual effective date of the Notice to Proceed and completed and ready <br />for final payment within 30 calendar days following achievement of Substantial Completion. <br />Kittitas County will receive sealed bids until 4:00 P.M. on Tuesday, August 1, 2023 at the Solid <br />Waste Programs Office located at 925 Industrial Way, Ellensburg, Washington 98926. Bids will <br />then and there be opened and, unless obviously non -responsive, read aloud publicly. Bids <br />received after the time of announced opening will not be accepted Kittitas County reserves the <br />right to reject any or all Bids, including without limitation the rights to reject any or all <br />nonconforming, non -responsive, unbalanced or conditional Bids; and to reject the Bid of any <br />BIDDER if Kittitas County believes that it would not be in the best interest of the Project to <br />make an award to that bidder, whether because the Bid is not responsive or the Bidder is <br />unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria <br />established.
