State of Washington Department of Ecology <br />Agreement No: SWMCLCP-2325-KiCoSW-00089 <br />Project Title: Litter and Illegal Dump Cleanup <br />Recipient Name: KITTITAS COUNTY SOLID WASTE <br />SCOPE OF WORK <br />Task Number <br />Task Title: Litter Pickup and Illegal Dump Cleanup <br />Task Description: <br />Task Cost: $90,000.00 <br />Page 8 of 22 <br />RECIPIENT may coordinate paid litter crews, correctional crews, supervisors, and maintenance staff to clean county and city <br />roads, state roads/interchanges, and public areas. The litter crew will pick up and transport the collected litter and illegally <br />dumped items to a permitted solid waste facility. RECIPIENT will coordinate scheduled cleanup in partnership with the <br />Washington State Department of Transportation (WSDOT) and Ecology Youth Corps (EYC) to avoid duplication of effort. <br />RECIPIENT will clean county/city roads and illegal dumpsites throughout the county. RECIPIENT may promote, coordinate, <br />and enlist the help of other volunteer, community and/or school groups. RECIPIENT may conduct outreach to recruit new <br />partners and participants. RECIPIENT will provide training and safety materials to participants. Volunteers will collect litter and <br />illegally dumped material and the RECIPIENT will dispose of it. <br />RECIPIENT or delegate is responsible for crew safety training and oversight of crewmembers. RECIPIENT will follow all <br />applicable local or state road setup procedures while working on city, county, or state roads. RECIPIENT will provide <br />appropriate Personal Protective Equipment (PPE) for all workers. PPE can include safety vests, gloves, eye protection, and <br />other supplies or tools necessary to complete the work safely. <br />RECIPIENT may have WSDOT pick up collected litter when working on state roadways or take collected material to a <br />permitted solid waste facility. <br />Community Investment: Instead of requiring a match, ECOLOGY encourages RECIPIENT to mobilize local resources. These <br />may include correctional workgroups, volunteer organizations, administrators, and/or equipment. This approach produces the <br />greatest environmental impact with the limited funding available. To maximize project success, communities should invest local <br />resources such as donated staff time, volunteer labor, donated tools and supplies, and waived disposal costs. <br />Costs Eligible for Reimbursement <br />• Salaries and benefits for crew supervisors and non -correctional crewmembers <br />• Administrative overhead, as defined by CLCP <br />• Tools and supplies related to litter pickup/illegal dump cleanup <br />• Fuel and maintenance proportionate to vehicle use for litter pickup and illegal dump cleanup <br />• Safety training related to litter, dump and or roadwork <br />• Disposal costs for litter pickup and illegal dump cleanup on public property <br />• Costs not listed here but approved in writing by ECOLOGY <br />Template Version 12/10/2020 <br />
