This would include accommodating more waste types and/or extending the hours <br />of operation. <br />15. Are there any barriers or time constraints restricting or delaying the completion of this project? If <br />yes, please explain. <br />Currently the design is progressing through 100% and the project is obtaining the necessary permits to <br />begin construction. Kittitas County Solid Waste is planning to go to bid for construction prior to the fall of <br />2023. <br />There are no other barriers or time constraints restricting or delaying completion of this project. <br />16. What are the impacts to the local community if this project is not funded by the PWB? How would <br />your jurisdiction address these impacts? <br />If the remaining portion of the project is not funded by PWB, Kittitas County will continue to seek other <br />funding sources, however construction will need to proceed. This will require project elements to be phased <br />and prioritized. The MRW and office facilities would need to be constructed at a later date, creating <br />limitations to the service offerings for hazardous waste disposal within the community. <br />This project is necessary to the community to support safe growth and the necessary disposal services. <br />17. What is the "compelling case" for this project? Why should the PWB consider funding this project? <br />This project started in 2016 with community outreach, education and siting. Kittitas County has been <br />working since then to develop a solution to the growing community disposal limitations that exist with the <br />current, aging facility. In the time since 2016, the global pandemic and the resulting growth of rural <br />communities such as Kittitas County in conjunction with changing regulations in the state of Washington has <br />changed and expanded the needs of this project. The capacity requirement for the facility has grown <br />through the following: <br />- the incorporation of composting capabilities to be forward compatible with 1-1131799 <br />- extended producer responsibility requirements through which the County will support through segregated <br />recycling and disposal spaces <br />- the safe handling of higher quantities of household hazardous waste materials. <br />All of these elements have all impacted this project through design maturity and incorporating the elements <br />into the final design will exponentially benefit Kittitas County as it continues to grow. <br />18. If this project will be completed in partnership with other organizations, agencies, or regionalized <br />efforts, please list those partnerships below and describe the role of each partner. <br />Letters of support or negotiated letters of agreement from major partners should be attached to this <br />application. <br />No, this project is not in partnership with any other organizations/agencies and/or regionalization. <br />19.
