COST ESTIMATE <br />To provide a viable cost estimate for the bond <br />measure, DLR Group provided a detailed narrative <br />of a modern courthouse that itemized the type of <br />construction details and methodologies, security <br />measures, building systems, etc. This information <br />provided a baseline of understanding to identify any <br />areas that may require higher construction values <br />than a typical office building. <br />Additionally, DLR Group provided the design <br />development drawings for a similar courthouse <br />and government function building. These drawings <br />provided current WA State energy code requirements, <br />systems and zoning information, access patterns, <br />building envelope requirements, and basic material <br />information. <br />The cost estimate is a conceptual level estimate <br />based on overall project area, not a fully itemized <br />estimate based on uniformat detail information <br />specific to this project. However, the additional detail <br />provided will allow a comprehensive understanding <br />of what may be required. <br />This estimate is also based on procurement of <br />a GC/CM alternative delivery model common for <br />courthouses. This methodology is different than the <br />traditional design - bid - build methodology because <br />it brings a contractor onto the project during design <br />to act as a construction manager for the project. <br />This assists in overall planning, evaluation of cost, <br />and forward scheduling of the project. This is used <br />for more complex projects such as courthouses. <br />Though there are additional preliminary fees that <br />are identified in the cost estimate, it is typically <br />effective for cost protection throughout the project <br />and ensures a capable contractor is procured for the <br />project success. <br />The cost estimate exclusions are provided at the <br />bottom of the estimate and are important to consider <br />in the planning of the bond measure. Because <br />escalation rates are itemized based on starting the <br />project in Quarter 2 of 2025 for construction, this can <br />be factored should the project not be started at that <br />time. <br />20 IODLRGROUP <br />ESTIMATE OF PROBABLE PROJECT COST <br />To complete a project, the County needs to account <br />for more cost impacts than just the construction <br />budget. These additional costs are considered "soft <br />costs" and are typically proportionally based on the <br />construction costs or "hard costs". <br />This assessment provides a range of anticipated <br />additional costs. It is not comprehensive of all costs <br />associated with the project and they are provided on <br />historical estimates not proposals or full review of <br />costs required. <br />It is common for the soft costs to add 30-40% more <br />value than the hard costs and are consistent with <br />this estimate provided. <br />
