MASSING AND CONCEPTUAL DESIGN <br />To give the citizens a vision of what the bond <br />measure could develop, DLR Group provided a <br />professional rendering that indicates material, scale, <br />fenestration (windows), and site development of the <br />building that would facilitate the courthouse and <br />department functions. <br />This building has the shared central public <br />entrance off a civic plaza with drought tolerant <br />site landscaping that would be maintainable and <br />appropriate to the area of Ellensburg. The eastern <br />windows along the courthouse building have vertical <br />fins over the windows to mitigate the morning <br />sunlight that would create glare and heat gains <br />that would be moderated throughout the day. The <br />glazing looks into the central public waiting in front <br />of the four courtrooms on the second level. This <br />effect provides calming measures for people that <br />are arriving for their court hearings. The views and <br />connections to the exterior provide appropriate <br />lighting that will minimize energy costs. The views <br />to the exterior have been proven through precedent <br />courthouses to have a direct affect on the people <br />within the space. <br />The government building is similar in scale but has <br />smaller window openings that can be determined to <br />be scalable to the departments within the spaces. <br />Horizontal sunshades are provided on all south <br />windows to ensure glare and heat gain from the <br />region is controlled in the departments. <br />The roof top equipment will be provided for each <br />building as they function separately and are zoned <br />independently. Screening of the equipment is <br />provided because they will be large and visible <br />from the parking areas and vistas approaching the <br />campus. <br />The central entrance is the main feature of the <br />elevation to ensure people who do not frequently <br />come to the campus clearly identify the entrance and <br />are drawn to the center of the building. Wayfinding <br />and signage throughout the building and campus will <br />accompany this entry to ensure people are directed <br />to the appropriate department for their operations. <br />16 ©DLRGROUP <br />
