The sources for these design
standards include applicable standards established by AASHTO and WSDOT. Every effort has been
made in this title to provide consistent, accepted, and established standards to follow, which will
result in a safe and efficient public and private road system at a reasonable cost to construct and
maintain, while at the same time minimizing adverse environmental impacts.
In addition to the specific design standards found throughout other parts of this title, the following
general design principals shall be adhered to insofar as practical :
A. Layout of lots and blocks should provide desirable settings for structures by making use
of natural contours and maintaining existing views, affording privacy for the residents
and protection from adverse noise and vehicular traffic. Natural features and vegetation
of the area should be preserved where practical. The resulting road system must,
however, provide for the safe and efficient movement of people and goods and also
allow for proper construction and maintenance practices to occur.
