b. Limited liability title report for each parcel; <br />c. Legal descriptions for each parcel of right-of-way; <br />d. Proposed agreements, as required, for drainage, irrigation, approach or <br />other revisions for each parcel; <br />e. Preliminary estimate of right-of-way costs for: <br />i. Land and/or easements if to be purchased. If acquisition is to <br />be by donation, no estimate of land is necessary, <br />ii. Facility revisions (other than approaches which will be included <br />in construction), <br />iii. Appraisal and appraisal review (except where donation is <br />expected), <br />iv. Negotiations. <br />3. The county engineer shall present the right-of-way maps, preliminary estimate, and <br />proposed method of acquisition to the board of county commissioners, for approval. <br />4. If rights -of -way are to be acquired with federal funds, the county engineer shall submit <br />the approved right-of-way plan to the District Engineer, Washington State Department <br />of Highways, for authorization to proceed. (Res. RD-40-76 (part), 1976). <br />12.44.030 Appraisal methods and procedures - Review. <br />In the case of acquisition by other than donation, the following procedures shall apply: <br />1. Appraisals will be undertaken, for those parcels to be acquired by purchase, by one of <br />the following methods: <br />a. By county engineer department personnel, on those parcels involving other <br />than complicated and higher valued lands; <br />b. By other government agency appraisers upon mutual agreement therefore, <br />or by qualified fee appraisers. <br />2. All appraisers shall include the following in their appraisal procedures: <br />a. Owners must be given an opportunity to accompany each appraiser during <br />his inspection of the property. <br />b. No increase or decrease in fair market value due to the project, except <br />physical deterioration, is to be considered in the valuation of the property. <br />c. Appraisals are not to give consideration nor include any allowance for <br />relocation assistance benefits. <br />Appraisal reviews will be undertaken by the county engineer and a recommendation <br />made as to just compensation. The owner is not to be left with an uneconomic remnant <br />which Kittitas County does not make an offer to acquire. (Res. RD-40-76 (part), 1976). <br />12.44.040 Just compensation for property - Establishment procedure. <br />1. The appraisal review and just compensation recommendation shall be transmitted to the <br />board of county commissioners, and the chairman, upon review of the recommendation <br />and concurrence therein by the board, shall approve same and execute a letter to the <br />owner setting forth the amount of just compensation, a summary of the basis for the <br />amount of just compensation, and where appropriate, the just compensation for real <br />property to be acquired, and damages are to be stated separately. <br />If the board, upon its review, finds it cannot concur in the recommended just <br />compensation, the appraisal review shall be returned, with reasons therefore, to the <br />
