W. VPC - Vertical Point of Curvature <br />X. VPI - Vertical Point of Intersection <br />Y. VPT - Vertical Point of Tangency <br />Z. WAC - Washington Administrative Code <br />AA. WSDOT - Washington State Department of Transportation <br />(Ord. 2015-010. 2015) <br />12.02.020 Definitions. <br />A. ACCESS - That portion of the driveway or private road extending from the edge of the <br />county road to the edge of right-of-way. <br />B. AGRICULTURAL ACCESS — An access that serves fields or outbuildings and is not for <br />commercial or residential use. <br />C. AS -BUILT or RECORD DRAWINGS - Set of original plans, with information superimposed <br />upon them, showing any additions, deletions, changes, etc. <br />D. AVERAGE DAILY TRAFFIC — The average 24-hour traffic volume on a roadway. <br />E. AVERAGE LOT SIZE - The total number of acres divided by the total number of existing <br />and proposed lots or dwelling units to be served by a private road, from the end of the <br />private road to the county, city, or state maintained road. <br />F. BRIDGE — A structure that measures at least 20' in length along the centerline, generally. <br />G. CENTER LINE - The line, marked or unmarked, parallel to and equal distance from the <br />sides of a two-way traffic roadway of a highway except where otherwise indicated by <br />painted lines or markers. <br />H. CITY - Any incorporated area within Kittitas County, Washington. <br />I. CONSTRUCTION PLANS - Detailed and working plans including plan and profile, details, <br />notes and any other information necessary for complete construction of the required <br />improvements. <br />J. CONSULTANT - A person, partnership, or corporation who is hired by the landowner or <br />developer and is empowered to act as his agent. <br />K. CONTRACTOR - A person, partnership or corporation who is hired to perform work. <br />L. CORNER SIGHT TRIANGLES - Specified areas along intersections that shall be clear of <br />obstructions that might block a driver's view of potentially conflicting vehicles. <br />M. COUNTY - County of Kittitas, State of Washington. <br />N. COUNTY ROAD - Every road or part thereof, outside the limits of incorporated cities and <br />towns and which has not been designated as a state highway, that has been accepted <br />by resolution by the BOCC onto the county road system. <br />0. COUNTY ROAD SYSTEM — Those roads or rights -of -way maintained by Kittitas County <br />P. CUL-DE-SAC - A cul-de-sac is the end of a dead-end street or alley that widens to <br />provide a circular turnaround for vehicles. <br />Q. DESIGN SPEED - A speed determined for design and correlation of the physical features <br />of a street that influence vehicle operation; the maximum safe speed maintainable on a <br />specified section of street when conditions permit design features to govern. <br />R. DIRECTOR or DIRECTOR OF PUBLIC WORKS - The Director of the Kittitas County <br />Department of Public Works or the County Engineer. <br />5. DEVELOPER - The person or persons legally responsible for the construction of <br />infrastructure related to a land use development activity. <br />
