C. Planning Standards <br />Prior to the design of a new road, the tunctional classification, terrain classification, and the design <br />speed must be determined. The functional classification and terrain classification are defined in KCC <br />12.03.020 and 12.02.030. The design speeds are addressed under KCC 12.04. <br />The road systems of proposed new developments must correspond to the definitions given <br />previously. If the developer's engineers have any questions in regard to the classification type of a <br />particular road or roads within a proposed development, they should contact the County Engineer <br />for clarification. <br />D. Design Standards <br />Roads must be designed as required by KCC 12.f+Q Road plans and profiles, signing plans and <br />striping plans must be approved by the County Engineer before starting construction. <br />E. Construction and Testing Standards <br />Specific construction specifications for materials and workmanship, and testing requirements are <br />found in KCC 12.09. The construction specifications used during work on the county road system <br />generally comply with the WSDOT Standard Specifications in force at the time of construction. <br />Construction Warranty and Collateral <br />The developer shall guarantee all portions of construction work done in the right-of-way in <br />accordance with KCC 12.01.150 <br />(Ord. 2015-010. 2015) <br />12.01.170 Joint Review. <br />Situations may arise in which the County, sorest Service, State, city, town, utility, or other agency will <br />become involved in the review of public or private roads in a given development. This shall occur in <br />situations such as, but not limited to, developments located within UGAs, accessed by State highways <br />or Forest Service easements, or affected by utility easements or rights -of -way. The following <br />procedures shall then apply: <br />A. The conditions of any Inter -Governmental Agreements between the County and <br />other agencies shall be complied with. <br />B. The County shall refer development plans to other involved agencies for review and <br />comment. <br />C. The other agencies shall be responsible for the issuance of access and utility permits <br />and inspections of their respective roads and utilities. Preliminary approval of a <br />development application will not be issued by the County until a valid permit or <br />agreement from the other agencies is received by the Department of Public Works. <br />
