DISCUSSION: <br />Utilizing the lowest KRD assessment would standardize rates between lessees. The <br />lowest KRD assessed rates reflect situations where less KRD infrastructure is used to <br />deliver the water and where contract obligations to the U.S. Bureau of Reclamation for <br />water storage is lower. Since Kittitas County has no infrastructure costs or <br />responsibilities associated with water delivery, utilizing the lowest rate can be justified. <br />FISCAL IMPACTS: <br />Using the current approach, Public Works will collect $9,811.90 through the leases in <br />2023.
