DISCUSSION:
Utilizing the lowest KRD assessment would standardize rates between lessees. The
lowest KRD assessed rates reflect situations where less KRD infrastructure is used to
deliver the water and where contract obligations to the U.S. Bureau of Reclamation for
water storage is lower. Since Kittitas County has no infrastructure costs or
responsibilities associated with water delivery, utilizing the lowest rate can be justified.
FISCAL IMPACTS:
Using the current approach, Public Works will collect $9,811.90 through the leases in
2023. If we revise the lease calculation and recommended, we will collect $7,271.37, a
reduction of $2,540.53.
ATTACHMENTS:
Exhibit l: Water Lease Summary Table
PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT
