KITTITAS COUNTY <br />FINANCE STUDY SESSION MINUTES <br />BOCC CONFERENCE ROOM, 205 WEST 5TH ROOM 108 - ELLENSBURG <br />THURSDAY <br />Regular Meeting <br />1:30 PM May 18, 2023 <br />Board members present: Cory Wright, Chairman, Laura Osiadacz, Brett Wachsmith <br />Others: Brian Carlson — Finance Director, Bryan Elliott — Auditor, Amy Cziske — Treasurer, Greg Zempel <br />— Prosecutor, Kylee Wuesthoff, Zack DeHaven, Dora Van Epps, Elishia Harvill— Staff, Mark Cook — <br />Public Works Director <br />1. Call to Order - 130pm <br />2. Citizen Comments — none <br />3. 2022 Financial Statements Update — Mr. Carlson provided a status update on the 2022 Financial <br />Statements, stating that the County is on -track for delivering completed statements to SAO by <br />their May 30 deadline. <br />OTHER BUSINESS: Mr. Carlson requested that item 12, Other Business, be moved up the agenda. <br />Mr. Elliott obtained unanimous BOCC authorization for a policy exception to pay for a catered event <br />for retiring Public Works personnel. <br />4. 2023 Budget Amendment Update — Mr. Carlson informed the BOCC of a semi-annual <br />amendment process for 2023, beginning not later than the Budget Retreat in late June. <br />5. Request and Approve to offer DPA Canidate Paralegal Position until he passes the Bar and <br />Relocation Assistance — Mr. Zempel obtained BOCC authorization to proceed as requested. <br />6. Consideration of Revised Scope of Work and Cost for JRP Integrated Solutions Contract for <br />Broadband Planning and Development Services (Tabled from 4/21 Study Session) — <br />Commissioner Wachsmith moved to approve; Commissioner Osiadacz seconded, and the <br />motion approved unanimously. <br />Consideration of PSA with B&F Services for 2023 Apple Maggot Spraying, on Behalf of Pest and <br />Disease Board - <br />Commissioner Wachsmith moved to approve; Commissioner Osiadacz seconded, and the <br />motion approved unanimously. <br />8. Approval of Award Contract with Washington Military Department, Emergency Management <br />Division, for Ryegrass Coulee Fire, totaling $1,641 - <br />Commissioner Wachsmith moved to approve; Commissioner Osiadacz seconded, and the <br />motion approved unanimously <br />pproval of Award Contract with Washington Military Department, Emergency Management <br />Division, for COVID-related Workplace and Personal Protection Measures, totaling $382,097 <br />Commissioner Wachsmith moved to approve; Commissioner Osiadacz seconded, and the <br />motion approved unanimously <br />2023-05-18 MINUTES <br />
