COMMISSIONERS’ MINUTES HR STUDY SESSION KITTITAS COUNTY, WASHINGTON BOCC CONFERENCE ROOM REGULAR MEETING TUESDAY 10:00 AM 5/23/2023 Board Members Present: Brett Wachsmith, Laura Osiadacz Others Present: Darren Higashiyama, Christopher Whitsett, Julie Kjorsvik, Christopher Horner CALL TO ORDER The meeting was called to order at 10:00 AM. CITIZEN COMMENTS (ONE MIN. TIME LIMIT) None. REQUEST TO APPROVE MOU BETWEEN KITTITAS COUNTY AND TEAMSTERS 760 (LINE) TO ADD PATROL TACTICS INSTRUCTOR PAY HR Director Killgore presented the Board with an MOU to allow a pay incentive for Patrol Tactics instructors. Inspector Whitsett commented that the Sheriff’s Office has evaluated the patrol tactics program and found it to be as valuable as their other training programs. Commissioner Osiadacz moved to approve an MOU between Kittitas County and Teamsters 760 (Line) to add Patrol Tactics instructor pay to the collective bargaining agreement. Motion was passed; 2:0. REQUEST TO APPROVE MOU BETWEEN KITTITAS COUNTY AND TEAMSTERS 760 (LINE) TO MODIFY RESIDENCY REQUIREMENTS Director Killgore tabled this topic, noting that the union has not yet approved and signed the MOU in preparation for Board approval and signature. REQUEST TO APPROVE MOU BETWEEN KITTITAS COUNTY AND LOCAL 792CH (COURTHOUSE) TO CORRECT WAGE ERROR Director Killgore summarized that last year the 7/01/2022 COLA for union staff was not applied to the Lead Fiscal Analyst position. The requested MOU would acknowledge the error and correction to the employee’s wage as well as the position’s wage scale. Commissioner Osiadacz moved to approve an MOU between Kittitas County and Local 792CH to acknowledge and correct the wage error. Commissioner Wachsmith seconded the motion. Motion was passed; 2:0. DISCUSSION/DECISION – FIRE MARSHAL RELOCATION STIPEND Chief Deputy Higashiyama presented a request from the Sheriff to provide the new Fire Marshal with a one- time relocation stipend of $5,000. The Board approved the request.
