Broadband Action Plan <br />Each BAT and Tribe participating in this effort will be provided a Broadband Base Map at the onset of this plan- <br />ning effort that has been developed from publicly available data. This may be utilized as a jumping-off point for <br />understanding the current services, infrastructure, and demographic attributes in the area. <br />Local resources such as GIS datasets, previously collected survey data, studies, projects, etc., may be integrat- <br />ed into this mapping resource to further understand the needs and dynamics of the area, and strategize solu- <br />tions for gaps that are known or found to exist. <br />Asset mapping at the state level helps to identify <br />and build on the state’s existing resources, net- <br />works, and strengths; these are the assets. This <br />process helps emphasize capacity building and <br />community-based solutions, and it works with <br />community members and organizations as part- <br />ners invested in solutions, rather than as prob- <br />lems to be solved. By mapping the connections <br />of core assets in a region or community, and then <br />expanding iteratively, the asset mapping process <br />can generate a robust network of potential part- <br />ners and stakeholders. <br />Asset mapping is also particularly effective at un- <br />covering resources in the community that would <br />not otherwise have been invited to “a seat at the table” in a more traditional planning or engagement ap- <br />proach. Identifying the opportunities, interpersonal networks, and resources already present in a community <br />will help identify areas to support and scale strategies that are already in place – which reduces duplicative <br />efforts. In turn, asset mapping supports the empowerment of community institutions and people by sharing <br />ownership in the local coordination efforts. <br />This section of the workbook is broken down into five parts: <br /> ❶Review Local Broadband Base Map Data <br /> ❷Collect Local Broadband Asset Inventory Data <br /> ❸Broadband Infrastructure Needs Assessment <br /> ❹Obstacles And Barriers To Broadband Infrastructure Deployment <br /> ❺Potential Paths Forward <br />WRITING BROADBAND ACTION AND DIGITAL EQUITY PLANS 17 <br />Local resources, such as GIS datasets, may be integrated into the County <br />or Reservation-wide Broadband Needs Map provided to each participat- <br />ing BAT and Tribe.
