Required resources. <br />120 hours of staff time reviewing necessary bridge modifications and permitting coordination <br />with resource agencies. 40 hours of staff time coordinating with federal and state floodplain <br />regulatory agencies. $20,000 of consultant support paid by the Flood Control Zone District. <br />Using average employee wage and benefit rate of $50/hour; $28,000 to $30,000 is estimated for <br />county services. <br />Alternative Three: Buy out of properties on the far shore. <br />Kittitas County will work with FEMA and the Washington State Department of Ecology <br />(WADOE) developing a land purchase option of impacted properties on the far shore of the <br />Yakima River. WADOE, FEMA and KC will develop a compliance program and EM will <br />assume operational risk associated with the existing bridge as the buy out program is <br />implemented. This option requires separate analysis and actions necessary stabilizing the water <br />district water supply to the remaining Elk Meadows properties. KC will provide support to the <br />Water District addressing ongoing access to the reservoir and any regulatory implications to the <br />water treatment plant. Likely outcomes include an undercrossing of the Yakima River for the <br />water supply and acquisition and deployment of a barge supporting water district ongoing <br />operations of the existing storage facility on the far shore. This alternative also addresses <br />additional flood risks identified by the flood hazard analysis conducted by Watershed Sciences <br />and Engineering. These hazards include high velocity hazards and risk that part of the Yakima <br />River will cut through the community and create an island. <br />Required resources. <br />120 hours of staff time developing the buy out program with state and federal regulatory <br />agencies. 80 hours of staff time conducting property owner outreach. 80 hours of staff time <br />researching grant opportunities. 80 hours of staff time permitting support. 80 hours of staff time <br />logistic support of the water district.
