05/08/2023 MINUTES 2 <br /> <br />DISCUSSION CDBG GRANT – ODD FELLOWS HOUSING COMMISSIONERS <br /> <br />Dave Sturgell, IOOF Representative stated that the IOOF would like <br />to propose using 10 acres of unused land at the Cemetery for <br />Affordable Housing. He stated that Commerce requires you to be <br />sponsored by a municipality and the City doesn’t have the staff to <br />accommodate it right now. Brian Carlson, Budget & Finance Director & <br />Dora Van Epps, Fiscal Analyst reviewed and clarified the applicant’s <br />role and responsibilities. Brian stated that the County is the <br />grantee and IOOF is the Subrecipient, however the County will be <br />responsible for answering all of the Federal reporting etc., There <br />was discussion on due dates and setting a Public Hearing for May 31, <br />2023 at 10:30 a.m. <br /> <br />APPROVE MANASTASH RIDGE RACE COMMISSIONERS <br /> <br />Commissioner Wachsmith moved to approve a Special Event Application <br />to hold the Manastash Ridge Navigation Race on June 11, 2023, <br />conditioned upon the requirements set forth by the Kittitas County <br />Sheriff’s Office, Fire Marshal, Public Health, Public Works <br />Department and Treasurer’s office; and to grant a waiver to Kittitas <br />County Code Chapter 5.20.100 (Penal Bond – Bond of Indemnity). <br />Commissioner Osiadacz seconded. Motion carried 3-0. <br /> <br />AGREEMENT HAPPY FEET/COMMERCE - SUBORDINATION AG COMMISSIONERS <br /> <br />Commissioner Wachsmith moved to approve and authorize Chair <br />signature on the Dept. of Commerce Subordination Agreement for Happy <br />Feet as presented. Commissioner Osiadacz seconded. Motion carried 3- <br />0. <br /> <br />DISCUSSION COUNTY FACEBOOK COMMISSIONERS <br /> <br />The Board determined that for the week of May 8, 2023, they would <br />publish on their Facebook the following: a Video from WDFW to show <br />how to properly dispose and safely store food etc., when your in the <br />mountains to keep bears from encroaching on camp areas; and the <br />Public Notice from CDS regarding their monthly Upper County Builder <br />Outreach meetings. <br /> <br />UPDATE BOCC/ DEPARTMENT HEAD REPORTS COMMISSIONERS <br /> <br />Each Commissioner was assigned three different Department Heads to <br />meet with on a weekly basis for the year. The assignments for 2023 <br />were determined at the Board of County Commissioners Office Admin <br />meeting earlier on and they will continue to provide updates at <br />future meetings. <br /> <br />Each Commissioner reviewed discussions held with their respective
