Cook <br />RECOMMENDATION: <br />Direct staff schedule a public hearing setting the minimum sale price of tax parcel 11251. <br />BRIEFING SUMMARY: <br />• Kittitas County Board of County Commissioners (BoCC) disposes of real <br />property pursuant to KCC 2.81.050 (2). <br />• KCC 2.81.060 directs disposal pursuant to Revised Code of Washington <br />36.34.100 (EXHIBIT 1). <br />• BoCC may conclude the property is surplus to county need excluding a retained <br />flood easement by the Flood Control Zone District (FCZD). <br />• The FCZD desires to retain a 50 -foot easement centered about the centerline of <br />Whiskey Creek. <br />• "TAXSIFTER" identifies a value of $23,020 to Kittitas County Road Department <br />(EXHIBIT 2). <br />• The City of Ellensburg recently determined the parcel is "unbuildable" (EXHIBIT <br />3). <br />BACKGROUND: <br />The BoCC has previously been briefed on the status of tax parcel 11251 (corner of <br />Reecer Creek Road and Dry Creek Road). A local land developer recently acquired the <br />adjoining abandoned right of way to the parcel. Owing to the listed sales history price of <br />$23,020 and the parcel not being right of way; the BoCC may not vacate the parcel and <br />must dispose of the parcel pursuant to KCC 2.80.050(2). At KCC 2.81.060 the county <br />may dispose of the parcel pursuant to a sealed bid process. County code provides for the <br />disposal process pursuant to Revised Code of Washington Chapter 36.34. <br />DISCUSSION: <br />Public Works (PW) proposes scheduling a public hearing with the BoCC requesting the <br />Board set the minimum purchase price. PW has considered the impact of retaining a <br />flood easement centered about Whiskey Creek on the minimum purchase price. The City <br />of Ellensburg has determined the parcel is "non -buildable" (EXHIBIT 3).
