04/18/2023 MINUTES 2 <br />requested the Board’s approval of a proposed Resolution adopting the <br />promotional day for Veteran’s. <br /> <br />THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE <br />HEARING WAS CLOSED. <br /> <br />RESOLUTION 2023-065 FAIR PROMOTION DAY EVENT CENTER <br /> <br />COMMISSIONER OSIADACZ moved to approve Resolution No. 2023-065 to <br />Adopt a New Kittitas County Fair Promotion Day. VICE-CHAIRMAN <br />WACHSMITH seconded. Motion carried 2-0. <br /> <br />PUBLIC HEARING FAIR FEES EVENT CENTER <br /> <br />At 2:11 p.m. VICE-CHAIRMAN WACHSMITH opened a Public Hearing to <br />consider amendments to the Kittitas County Fair Fees. <br /> <br />KADY PORTERFIELD, EVENT CENTER DIRECTOR, explained how the cost of <br />supplies have increased significantly over the last two years, <br />including bedding for livestock at the Fair. There has been more <br />bedding being required for the cleanliness of the barns and <br />livestock pens. The fees have not been raised for five years, and <br />the Fair Board has reviewed and made a proposal for reasonable <br />increases and recommended approving a Resolution adopting the <br />proposed fees. <br /> <br />THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE <br />HEARING WAS CLOSED. <br /> <br />RESOLUTION 2023-066 FAIR FEES EVENT CENTER <br /> <br />COMMISSIONER OSIADACZ moved to approve Resolution No. 2023-066, <br />Adopting Amendments to the Kittitas County Fair Fees. VICE-CHAIRMAN <br />WACHSMITH seconded. Motion carried 2-0. <br /> <br />EXECUTIVE SESSION <br /> <br />At 2:17 p.m. Vice-Chairman Wachsmith announced the Board would <br />recess into Executive Session with Dan Carlson, CDS Director, for 5 <br />minutes, under RCW 42.30.110(g) to evaluate the qualifications of an <br />applicant for public employment or to review the performance of a <br />public employee. However, subject to RCW 42.30.140(4), discussion by <br />a governing body of salaries, wages, and other conditions of <br />employment to be generally applied within the agency shall occur in <br />a meeting open to the public, and when a governing body elects to <br />take final action hiring, setting the salary of an individual <br />employee or class of employees, or discharging or disciplining an <br />employee, that action shall be taken in a meeting open to the <br />public. Possible action was anticipated. <br />
