CITY OF ROSLYII <br />WASHINGTON <br />RESOLUTION NO. iLZ ' OI <br />A RESOLUTION ADOPTING THE DISTRIBUTION OF THE 2023 HOTELI\,TOTEL <br />TAX FUND GRANTS <br />WHEREAS: RCW 39.34.080 and other Washington State law, as amen<led, authorizes any city <br />to contract with any other city/county to perform any governmental service, <br />activity or undertaking which each contracting city/county is authorized by law to <br />pertbrm; and <br />WHEREAS <br />WHE,REAS <br />WHEREAS <br />the governing bodies of Kittitas County and the cities of Ellensburg, Cle Elum, ancl <br />Roslyn previously entered into an intcrlocal agreement fbrthe purposcs of creating <br />a consolidated lodging tax grant process for special events and pro.jects; and <br />in accordance with the interlocal agreement, Kittitas County solicited applicatiorrs <br />for the distribution of the 2A23 HoteVMotel [ax funds in the fonn oI r'e imbursable <br />gtants f'or spccial events and pnrjects throughout Kittitas County; and <br />in accordance with the interlocal agreement, the respective Lodging Tax Advisory <br />Conmittees (LTACs) or designees of Kittitas County and the citics of Ellensburg, <br />Cle Elum, and Roslyn have reviewed allthe applications submitted to I(ittitas <br />County; and <br />WHEREAS: in accotdance with the interlocalagreement, I(ittitas County compiled the various <br />participating entity's scoring and funding recommendations and forwanlecl thcln to <br />the combined county-widc LTAC Consolidated Work Croup for further review; <br />and <br />WHEREAS: in accordatrce with the interlocalagreement, the combined county-wide LTAC <br />Consolidated Work Group met in an open public meeting November 18,2022, at <br />Ellensburg City Hall to receive presentations from applicants recommended filr <br />ftrnding. On January 4,2023,the combined county-wide LTAC Consolidated <br />Work Group met in an open public lneeting on WebEx and deliberated to reach a <br />final funding recomrnendation which is to be forwarded to each entity's legislative <br />body for final approval; and <br />WHEREAS: in accordancc with an amendment to the interlocal agreement, eactr participating <br />municipality agreed to make available l3oh of their annual lodging tax collections <br />to bc awarded through the consolidaled lodging tax grant process;and. <br />WHEREAS; Kittitas County designated 9232,378.87 to be available lor grants as part of rhis <br />process, Ellensburg designated $53,321 .22 Cle Elum designated $23,529.60, and <br />Roslyn designated $ 1,018.2 I ; and <br />WHEREAS; thc combincd county-widc LTAC Work Group recornmended expencling <br />$310,247.90 of the designated funds:and
