KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 <br />Regular Meeting <br />MONDAY 1:30 PM April 10, 2023 <br />Board members present: Chairman Cory Wright, Vice -Chairman Brett <br />Wachsmith, and Commissioner Laura Osiadacz. <br />Others: Mark Cook, Josh Fredrickson, Rebecca Cruse, Public Works; Dan <br />Carlson, Jessica Miller, Toni Berkshire, Zach Torrance -Smith <br />Community Development Services; Neil Caulkins, Prosecuting Attorney's <br />Office; Jesse Potts, Zane Kinney, Information Technology; 4 members <br />of the public. <br />At 1:30PM Chairman Cory Wright opened the Public Works Study Session. <br />No Citizen Comments. <br />At 1:30PM the Board of County Commissioners announced they would <br />recess into Executive Session for 20 minutes with Mark Cook, Josh <br />Fredrickson, and Neil Caulkins per RCW 42.30.110 (i) To discuss with <br />legal counsel representing the agency matters relating to agency <br />enforcement actions, or to discuss with legal counsel representing <br />the agency litigation or potential litigation to which the agency, <br />the governing body, or a member acting in an official capacity is, or <br />is likely to become, a party, when public knowledge regarding the <br />discussion is likely to result in an adverse legal or financial <br />consequence to the agency. Action anticipated. <br />At 1:50PM the Board of County Commissioners requested an additional 5 <br />minutes for discussion. At 1:55PM the Board reconvened out of <br />Executive Session with direction to staff to install bridge at the <br />cost to lot owners. <br />PUBLIC FACILITY DISTRICT FEASIBILITY STUDY UPDATE <br />Mark Cook briefed the Board of County Commissioners on the <br />development of a preliminary feasibility study supporting the <br />formation of a Public Facility District in Upper County. Mark Cook <br />discussed options for district boundary lines and the potential <br />bonding capacity to fund construction of an Upper County Recreation <br />Center. The Board directed Staff to continue development of the <br />feasibility study. <br />KITTITAS HIGHWAY AND NUMBER 6 ROAD <br />Josh Fredrickson briefed the Board of County Commissioners on the <br />Federal Highway Safety Improvement Program and identified the <br />intersection of Kittitas Highway and Number 6 Road due to the high <br />2023-4-10 MINUTES <br />
