MARCH 7, 2023 <br /> <br />Board members present: Chairman Cory Wright; Vice-Chairman Brett <br />Wachsmith; and Commissioner Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; David Ohl, Airport <br />Director; Angela Bugni, Rule 9 Intern; Stephanie Hartung, Deputy <br />Prosecutor III; and 1 member of the public. <br /> <br />PUBLIC HEARING AMEND CODE CHAPT 2.81.060 AIRPORT <br /> <br />At 2:07 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider <br />approving an Ordinance Amendment to Chapter 2.81.060 of the Kittitas <br />County Code. <br /> <br />DAVID OHL, AIRPORT DIRECTOR, reviewed a Staff Report including the <br />background of the proposed amendment. He said he had worked with the <br />Prosecutor’s office on a draft Ordinance which would provide the <br />Board the authority to delegate some of the leasing actions in the <br />future to the Airport Director. It would allow for the Director to <br />renew annual leases of T-Hangars and sign them in lieu of the Board <br />of County Commissioners, eliminating the need for the Board to <br />consider all of them at a Public Hearing every year. <br /> <br />THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE <br />HEARING WAS CLOSED. <br /> <br />ORDINANCE 2023-003 AMEND CODE CHAPT. 2.81.060 AIRPORT <br /> <br />VICE-CHAIRMAN WACHSMITH moved to approve Ordinance 2023-003, To <br />Amend Kittitas County Code Chapter 2.81.060. COMMISSIONER OSIADACZ <br />seconded. Motion carried 3-0. <br /> <br />PUBLIC HEARING LIMITED SIGNING AUTHORITY AIRPORT <br /> <br />At 2:09 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider a <br />Resolution authorizing limited signing authority to the Airport <br />Director. <br /> <br />DAVID OHL, AIRPORT DIRECTOR, provided a Staff Report and explained <br />that by delegating some of the leasing authority at the Airport <br />would reduce the amount of administrative actions that would have to <br />come before the Board. According to the Resolution, the Airport <br />Director would be allowed to execute 1 year County owned T-Hangar <br />leases and approve amendments for 5-year rent escalations. The
