set up with the Watershed consultants and that the Planning <br />Commission Chair attend the meeting. <br />REQUESTING DIRECTION REGARDING FOUNDATION ONLY PERMITS <br />CDS Director Dan Carlson explained the foundation only permit <br />process. CDS has given builders the option of using a 3rd party <br />reviewer and currently the plan review times are back on track. <br />CDS would like to eliminate the foundation only permit option. <br />Building Official Jeremy Larson presented staff report that was <br />provided. Discussion occurred regarding different options the <br />possibility of allowing foundation only permits seasonally to <br />help with locations with more weather related issues for <br />building. The BoCC directed staff to bring back to a later study <br />session, options for customers if foundation only permits option <br />was discontinued. <br />REQUESTING DIRECTION REGARDING RV OCCUPANCY <br />CDS Director Dan Carlson stated that either late May or early <br />June we will be coming with a request for a public hearing to <br />adopt the 2021 building codes, which are mandatory to go into <br />effect in July. Currently, our code allows occupancy every four <br />out of six weeks, and this is difficult to enforce. CDS would <br />like to look at the option of taking away the restriction on RV <br />occupancy and make some code amendments with what's important <br />like adequate sewer disposal, adequate water supply, zoning <br />aspect, snow load concerns, etc. Code Enforcement Officer Toni <br />Berkshire shared concerns and options to consider. <br />KENNEWICK EXPRESS PERMITTING REPORT BACK <br />Building Official Jeremy Larson reported that Kennewick has an <br />express permitting program for simpler permit that are submitted <br />electronically and fast tracked.
