d. The Subrecipient shall participate in the State's annual Stakeholder Preparedness Review (SpR), <br />Threat and Hazard ldentification and Risk Assessment (THIRA), core capabilities assessment6, <br />and data calls. Non-participation may result in withholding of funding under future grant years, <br />e. Subrecipients shall participate in the State's annual lntegrated Preparedness Planning Workshop(IPPW. Non-participation may result in withholding of funding und.er future grant yeais <br />f. lf funding-is allocated to non-DHS FEMA training, the Subrecipient must request prio[ written <br />approvalfrom the Department Key Personnel before aftending the training. The Defiaffient will <br />coordinate approval with the State Training Point of Contact. Pursuant to DHS/FEMA Grant <br />Programs Directorate lnformation Bulletin No. 432, Review and Approval Requirements forTraining courses Funded rhrough preparedness Grants, <br />httos://www.fema.o ov/sites/defaulVfilesl202G <br />94tgi.ning-Cqurse Review and Aoproval lB FinaLT_19 18.odf, the lraining must falt within <br />the FEMA mission scope and be in alignmentwith the Subrecipientis Emergencybperations plan. <br />This requirement only applies to training courses and does not include attendante at conferences. <br />Furthermore, additional federal approvals are required for courses that relate to Countering <br />Violent Extremism prior to attendance. <br />g- All personnelfunded in any part through federalaward or matching funds under this Agreement <br />shall complete and record proof of completion of: <br />i. NIMS training requirements outlined in the NIMS Training Program located at <br />https://www.fema.gov/emergency-managers/nimslimplementation-training (to include ICS- <br />100, ICS-200, l$700, and lS-800 for most personnel) and <br />ii. Either (1) the FEMA Professional Development Series lS-120, tS-230, lS-23S, lS-240, lS- <br />241, a5'242, and lS-244, or (2) the National Emergency Management Basic Academy. <br />The Subrecipient will report training course completion by individual personnel along with the final <br />report. <br />h. ln conjqnc'tgn with the final report, the Subrecipient shall submit a separate report detailing how <br />the EMPG Training requirements were met for all personnel funded by federal or matching tunds <br />underthis Agreement. <br />DHS TERMS AND CONDITIONS <br />As a Subrecipient of 22EMPG funding, the Subrecipient shall comply with alt applicable DHS terms and <br />conditions of the zzEMPG Award Letter and its incorporated documents foi the Grant, which are <br />incorporated and made a part of this Agreement as Attachment C. <br />c. <br />DHS-FEMA.EMPG-FY22 Page 10 of 39 Kittitras County, E23-1 84
