RESOLUTION NO.2023-05 <br />A RESOLUTION ADOPTINGTHE DISTRIBUTION OF THE 2023 HOTEL/MOTELTA)( <br />FUND GRANTS <br />WHEREAS, RCW 39.34.080 and otherWashington State law, as amended, authorizes <br />any city to contract with any other city/county to perform any governmental service, <br />activity or undertaking which each contracting city/county is authorized by law to <br />perform; and <br />WHEREAS, the governing bodies of Kittitas County and the cities of Ellensburg, Cle <br />Elum, and Roslyn previously entered into an interlocal agreementforthe purposes of <br />creating a consolidated lodging tax grant process for special events and projects; and <br />WHEREAS, in accordance with the interlocal agreement, Kittitas County solicited <br />applications for the distribution of the 2023 Hotel/Motel tax funds in the form of <br />reimbursable grants for special events and projects throughout Kittitas County; and <br />WHEREAS, in accordance with the intedocal agreement, the respective Lodging Tax <br />Advisory Committees (LTACs) or designees of Kittitas County and the cities of <br />Ellensburg, Cle Elum, and Roslyn have reviewed all the applications submitted to <br />Kittitas County; and <br />WHEREAS, in accordance with the interlocal agreement, Kiftitas County compiled the <br />various participating entity's scoring and funding recommendations and forwarded them <br />to the combined county-wide LTAC Consolidated Work Group forfurther review; and <br />WHEREAS, in accordance with the interlocalagreement, the combined county-wide <br />LTAC Consolidated Work Group met in an open public meeting November 18,2022, al <br />Ellen sburg City Hall to receive presentations from applicants recommended for fu n din g <br />On January 4,2023 the combined county-wide LTAC Consolidated Work Group met in <br />an open public meeting on webEx and deliberated to reach a finalfunding <br />recommendation which is to be forwarded to each entity's legislative body for final <br />approval;and <br />WHEREAS, in accordance with an amendment to the interlocal agreement, each <br />participating municipality agreed to make available 13% of their annual lodging tax <br />collections to be awarded through the consolidated lodging tax grant process; and <br />WHEREAS, Kittitas County designated $232,378.87 to be available for grants as part of <br />this process, Ellensburg designated $53,321.22 Cle Elum designated $23,52g.60, and <br />Roslyn designated $1,018.21; and <br />WHEREAS, the combined county-wide LTAC Work Group recommended expending <br />$310,247.90 of the designated funds; and
