RESOLUTION <br />NO. 2o23 oDl <br />A RESOLUTION ADOPTING THE DISTRIBUTION OF THE 2Oa3HOTEL/NIOTEL <br />TAX FUND GRANTS <br />WHEREAS: RCW 39.34.080 and other Washington State law, as amended, authorizes any city <br />to contract with any other citylcounty to perform any governmental service, <br />activity or undertaking which each contracting city/county is authorized by law to <br />perform; and <br />WHEREAS: the governing bodies of Kittitas County and the cities of Ellensburg, Cle Elum, and <br />Roslyn previously entered into an interlocal agreement for the purposes of creating <br />a consolidated lodging tax grant process for special events and projects; and <br />WHEREAS: in accordance with the interlocal agreement, Kittitas County solicited applications <br />for the distribution of the 2023 Hotel/Motel tax funds in the form of reimbursable <br />grants for special events and projects throughout Kittitas County; and <br />WHEREAS: in accordance with the interlocal agreement, the respective Lodging Tax Advisory <br />Committees (LTACs) or designees of Kittitas Cowrty and the cities of Ellensburg, <br />Cle Elum, and Roslyn have reviewed all the applications submitted to Kittitas <br />County; and <br />WHEREAS: in accordance with the interlocal agreement, Kittitas County compiled the various <br />participating entity's scoring and funding recommendations and forwarded them to <br />the combined county-wide LTAC Consolidated Work Group for further review; <br />and <br />WHEREAS: in aocordance with the interlocal agreement, the cornbined county-wide LTAC <br />Consolidated Work Group met in an open public meeting November 18,2Q22, at <br />Ellensburg City Hall to receive presentations from applicants recommended for <br />funding. On January 4,2023 the combined county-wide LTAC Consolidated <br />Work Group met in an open public meeting on WebEx and deliberated to reach a <br />final funding recornmendation which is to be forwarded to each entity's legislative <br />body for final approval; and <br />WHEREAS: in accordance with an amendment to the interlocal agreement, each participating <br />municipality agreed to make available l3oh of their arnual lodging tax collections <br />to be awarded through the consolidated lodging tax grant process; and <br />WHEREAS: Kittitas County designated $232,378.87 to be available for grants as part of this <br />process, Ellensburg designated $53,321.22 Cle Elum designated $23,529.60, and <br />Roslyn designated $ 1,01 8.2 1 ; and <br />WHEREAS: the combined county-wide LTAC Work Group recommended expending <br />$310,247.90 of the designated funds; and <br />WHEREAS: in accordance with the interlocal agreement, Kittitas County will provide notice to
