2. All sales or leases of county property shall be made to the highest responsible bidder <br />at public sale, except where different provisions are made in this chapter. <br />3. In sales for cash, the highest bidder shall be deemed responsible. In determining the <br />highest responsible bidder for other sales and for leases, the board may consider the <br />price and terms bid, the character, integrity, reputation and financial responsibility of <br />the bidder, and previous experience, if any, of the county with the bidder. <br />4. All leases of real property and all sales of real property shall be subject to board <br />approval. The board may delegate approval authority to a designee, via resolution of <br />the board. <br />5. Sales on Other Than Cash Basis. If real property is offered for sale on other than a <br />cash basis, the terms must be stated in the notice.
