KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: <br />TOPIC: <br />ACTION REQUESTED: <br />LEAD STAFF: <br />Josh Fredrickson <br />February 27, 2023 <br />2023 Kittitas County Road Safety Plan <br />Direct staff to prepare enabling documents for <br />adoption of the 2023 Kittitas County Road <br />Safety Plan and associated HSIP grant funding <br />application <br />RECOMMENDATION: <br />Direct staff to prepare enabling documents for adoption of the 2023 Kittitas County Road <br />Safety Plan and associated grant funding application. <br />BRIEFING SUMMARY: <br />• Current County Road Safety Plan was adopted in 2021 <br />• Safety Plan is to be updated to apply for grant funding through the Highway <br />Safety Improvement Program (HSIP), with applications due by March 15, 2023 <br />• Draft safety plan has been developed identifying prioritized locations for low cost, <br />beneficial, county wide safety improvements based on crash data, roadway <br />investigations and risk-based analysis <br />BACKGROUND: <br />In 2017, Kittitas County produced a revolutionary safety plan that significantly departed <br />from historic approaches. The State embraced our plan and now it serves as a model <br />statewide. The safety plan is updated at least every two years and is then used as a basis <br />for safety funding grant application to Washington State Department of Transportation <br />(WSDOT) County Safety Program <br />DISCUSSION: <br />In accordance with Washington State Department of Transportation's (WSDOT) 2023 <br />County Safety Program call for projects, Public Works has updated the Kittitas County <br />Road Safety Plan for 2023. WSDOT's County Road Safety Program provides funding <br />through the federal Highway Safety Improvement Program for projects that reduce <br />potential for fatal and serious injury crashes on county roads based on engineered <br />improvements and countermeasures. The Kittitas County Road Safety Plan 2023 <br />identifies prioritized locations and proposed improvement projects for low cost, <br />beneficial, countywide safety improvements based upon crash data, roadway <br />investigations, engineering judgement, and risk-based analysis as set forth in WSDOT's <br />call for projects. <br />Page 1 of 2 <br />Public Worcs "Work Session Staff Report" 2023 <br />
