KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />2023 STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: February 27, 2023 <br />TOPIC: Washington State Department of Fish and Wildlife Franchise Request <br />ACTION REQUESTED: Direct Staff <br />LEAD STAFF: <br />Mark R. Cook <br />RECOMMENDATION: <br />Direct staff prepare a franchise agreement for Washington State Department of Fish and <br />Wildlife (WDFW) and schedule a public hearing. <br />BRIEFING SUMMARY: <br />Washington State Department of Fish and Wildlife desires installing Elk control <br />fencing along Kittitas Reclamation District (KRD) canal right of way on the <br />North Branch Canal. <br />Stevens Road right of way will be impacted. <br />The work is in conjunction with Kittitas Reclamation District. <br />A franchise agreement allows placement of fencing within county right of way. <br />BACKGROUND: <br />Ongoing Elk intrusion creates an unsafe condition for I-90 traffic. WDFW and KRD are <br />working cooperatively to limit Elk access and damage to private agricultural lands. <br />WDFW is also coordinating with Washington State Department of Transportation. <br />DISCUSSION: <br />A description of the project and details are provided in EXHIBIT 1. Stevens Road right <br />of way will be impacted.
