KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: <br />TOPIC: <br />ACTION REQUESTED: <br />LEAD STAFF: <br />Joshua Fredrickson <br />February 27, 2023 <br />Survey Monument Preservation Policy <br />Direction to Staff <br />RECOMMENDATION: <br />Direct staff to prepare resolution for adoption of proposed Survey Monument <br />Preservation Policy. <br />BRIEFING SUMMARY: <br />• WAC 136-50-050 was revised to add a requirement for counties to include a <br />policy regarding survey monument preservation. <br />• Kittitas County implemented a monument recovery program years ago, ahead of <br />policy requirement. The proposed policy reflects current business practices. <br />• Monument Memorandum of Understanding (MOU) with Department of Natural <br />Resources has been in place but is not accepted by CRAB as policy. <br />■ A survey monument preservation policy has been drafted to meet CRAB <br />requirements and reflects our current business practices. <br />BACKGROUND: <br />In 2022 the County Road Administration Board (CRAB) revised WAC 136-50-050 <br />adding requirement for counties to include a policy for survey monument preservation. <br />For several years Kittitas County has had a MOU with DNR regarding survey monument <br />preservation. Since the formation of the County Surveyor position in PW, County <br />Surveyor Turnbull has been recovering monuments as an annual work program element <br />since his hiring. <br />DISCUSSION: <br />With updated requirements a formal monument preservation policy has been drafted. <br />This policy includes work items which are already part of Public Works' practice for <br />Preserving survey monuments within the right-of-way. This policy formally <br />acknowledges those practices. <br />FISCAL IMPACTS: <br />None, monumentation recovery and re-establishment is an ongoing budget item in Public <br />Works Survey Division's annual budget. <br />ATTACHMENTS: <br />Survey Monument Preservation Policy - Draft <br />Page 1 of 2 <br />Public Works "Work Session Staff Report" 2023 <br />
