AttachmentD-322SHSPNATIONALPRIORITYAREAPROJECTSWORKPLANKittitasCountySheriff'sOfficeAMOUNT$20,094NationalPriorityAreasInassessingthenationalriskprofileforFY2022,sixpriorityareasattractedthemostconcern.Duetotheuniquethreatsthatthenationfacesin2022,DHS/FEMAhasdeterminedthatthesesixprioritiesshouldbeaddressedbybothallocatingspecificpercentagesofH5GPfundingtocertainareasaswellasallocatingtheremainingpercentageacrosstheremainingpriorities.ThefollowingarethesixpriorityareasforFY2022:1)Enhancingtheprotectionofsofttargets/crowdedplaces(ST/CP)2)Enhancinginformationandintelligencesharingandanalysis(IIS)3)Combatingdomesticviolentextremism(DVE)4)Enhancingcybersecurity(CS)5)Enhancingcommunitypreparednessandresilience(CP&R)6)Enhancingelectionsecurity(ES)WashingtonStatewillmeetthe22SHSPprioritiesacrossmultiplestateandlocalprojects.Investment#6:WASHSPNationalPriority:CommunityPreparednessandResilienceCommunityorganizationsarethebackboneofciviclifeandtherefore,musthavethecapabilitiestowithstandactsofterrorismandprovideessentialservices,especiallytomembersofunderservedcommunities,intheaftermathofanattack.Focusonequityandinvestinginstrategiesthatmeettheneedsofunderservedcommunitieswillstrengthenthewholeofcommunitysystemofemergencymanagement.Thewholecommunityincludeschildren;olderadults;individualswithdisabilities,andotherswithaccessandfunctionalneeds;thosefrornreligious,racial,andethnicallydiversebackgrounds;andpeoplewithlimitedEnglishproficiency.Additionally,equityinemergencymanagementrequiresproactivelyprioritizingactionsthatreinforceculturalcompetency,accessibility,andinclusion,aswellasreflectthehistoricalcontextofspecificgroupsofpeople.Ascommunicatedin20215tateSPR,theCommunityPreparedness&Resilience(CP&R)capabilitygapsthatwillbeaddressedare:-Publicinformation&Warning:aneedtoestablishaprocessforpromptlydistributingemergencycommunicationsintheidentifiedtoplanguages;aneedforanupdatedunifiedpubliceducationstrategytoincludebettercoordinatedpublicmessagingprocedures,policies,andtraining;andalackofclarityregardingwhowillbeissuingmessagesandhowquicklytheywillprovideaccurateandreliablestatementstothepublic;-OperationalCoordination:Staffturnoverhascreatedgapsintrainingandaneedforintegratedtrainingandexercisesbetweenemergencyresponseagencies,healthcareproviders,theprivatesector,andthecommunitytofacilitateunifiedcommandoperations;-CommunityResilience:Largesegmentsofthepopulation(individuals,families,communities,organizations)thathavetheabilitytobecomepreparedhavenotbeenmotivated/interestedintakingactiontoprepareforemergenciesandmoretrainedvolunteersareneeded(CommunityResiliencegapsarederivedfromthe20215eattleUASISPR,whichrollsupwithintheStateSPR.);and-Logistics&SupplyChainManagement:Mostjurisdictionsneeddevelopedplansformaintainingandrestoringthesupplychainafteranatural,terrorist,orbiologicalevent.Throughacollaborativerankingandselectionprocess,WashingtonStatehasidentifiedseveralkeyprojectswithinthisInvestmenttoaddressgapsandsustain/enhancecorecapabilitiesdirectlyrelatedtotheCP&RNationalPriorityArea.PROJECT#1NPCP&RRegionalPublicAlertandWarningSystem(Investment6,Project5)NATIONALPRIORITYAREACommunityPreparedness&ResilienceBRIEFPROJECTDESCRIPTIONPublicWarningSystemforRegion7.Chelan,Douglas,Grant,Kittitas,Okanogan,andtheColvilleTribe.CORECAPABILITIESPublicInformation&Warning(EN&AllNPAs)CoreCapability#1SustainingorEnhancing?SustainingOperationalCoordination(EN&AllNPAs)CoreCapability#2(optional)SustainingorEnhancing?EnhancingDHS-FEMA-HSGP-SHSP-FY22Page41of44KittitasCounty,E23-116
