AttachmentD-1225HSPInvestmentJustificationWashingtoniscomprisedof39countieswithgeographyincludingforests,mountains,islands,rainforests,rivers,lakes,andplains.TheU.S.BureauofEconomicAnalysisrankedWashington8of50statesforgrossdomesticproductin2021;severalworld-classorganizationsheadquartertheiroperationswithinthestate.Washingtonhasmarine,aviation,rail,androadtransportationinfrastructuretosupportitspositionasabustlingtradecenter.OverhalfofWashington's7.77millionpopulationlivesintheSeattlemetropolitanarealocatedalongthePugetSound.Thisareaisthecenteroftransportation,business,andindustryandisthefastestgrowingregioninthestate.Avastmajorityofthestate'spopulationlivesindenselysettledurbanizedareas.UnderstandingWashington'spopulationiscriticalinordertomitigatevulnerabilities,respondtoincidents,andeffectivelyconcentraterecoveryefforts.Furthermore,Washingtonissubjectto10naturaland7human-causedhazards.TheTHIRAfocusesoneightofthoserisks:cyber-attack,earthquake,explosivedevices(terrorism),flood,harmatrelease(radiological),pandemic-human(biological),tsunami,andwildlandfire.The2022WashingtonStateRiskProfilescoredthestate'srelativeriskas8.77,rankingitasthe12thhighestat-riskstate.WashingtonStatehasconsistentlyhadahighrelativeriskscore(rankedinthetop25%ofstatesforthepastsevenyears)andmustbepreparedtoprevent,respondto,mitigate,andrecoverfromactsofterrorism.TheFY22projectswereselectedtobuilduponorsustainarangeofCoreCapabilitiesidentifiedinthe2021SPRashavingsignificantgapsaswellastosupponthesixNationalPriorityAreas.TheinvestmentssupportthePlanning,Organization,Equipment,Training,andExercisesolutionareaswithafocusinthefollowingCoreCapabilities:AccessControl&IdentityVerification;CommunityResilience;CriticalTransportation;Cybersecurity;Forensics&Attribution;InfrastructureSystems;Interdiction&Disruption;Logistics&SupplyChainManagement;MasscareServices;MassSearch&RescueOperations;On-SceneSecurity,Protection,&LawEnforcement;OperationalCommunications;OperationalCoordination;PhysicalProtectiveMeasures;Planning;PublicHealth,Healthcare,&EmergencyMedicalServices;PublicInformation&Warning;Screening,Search,&Detection;SituationalAssessment;andSupplyChainIntegrity&Security.Region7terroristtargetsinclude:EnergyProducingDamsLargeCrowdsDuringEventsAccessControltoCriticalInfrastructureTransportationCorridorsAgro-TerrorismDHS-FEMA-HSGP-SHSP-FY22Page38of44KittitasCounty,E23-116
