I.RecipientsmustcooperatewithanyDHScompliancereviewsorcomplianceinvestgationsconductedbyDHS.II.RecipientsmustgiveDHSaccesstoe×amineandcopyrecords.accounts,andotherdocumentsandsourcesofinformationrelatedtothefederalfinancialassistanceawardandpermitaccesstofacilitiesorpersonnel.IllRecipientsmustsubmittimehj.complete,andaccuratereportstotheappropriateDHSofficialsandmaintainappropriatebackupdocumentationtosupportthereports.IV.Recipientsmustcomplywitha.Iotherspecialreporting,datacollection,andevaluationrequirementsasprescribedbylaw,ordetailedinprogramguidanceV.Recipients(asdefinedin2C.F.R.Part200andincludingrecipientsactingaspass-throughentities)offederalfinancialassistancefromDHSoroneofitsawardingcomponentagenciesmustcompletetheDHSCivilRightsEvaluationToolwithinthirty(30)daysofreceiptoftheNoticeofAwardforthefirstawardunderwhichthistermapplies.RecipientsofmultipleawardsofDHSfinancialassistanceshouldonlysubmitonecompletedtoolfortheirorganization,notperaward.Aftertheinitialsubmission,recipientsarerequiredtocompletethetoolonceeverytwo(2)yearsiftheyhaveanactiveaward,noteverytimeanawardismadeRecipientsshouldsubmitthecompletedtool,includingsupportingmaterials,toCivilRightsEvaluation@hq.dhs.gov.ThistoolclarifiesthecivilrightsobligationsandrelatedreportingrequirementscontainedintheDHSStandardTermsandConditions.SubrecipientsarenotrequiredtocompleteandsubmitthistooltoDHSTheevaluationtoolcanbefoundathttps://www.dhs.gov/publication/dhs-civil-rights-evaluation-tool.TheDHSOfficeforCivilRightsandCivilLibertieswillconsider,initsdiscretion,grantinganextensioniftherecipientidentifiesstepsandatimelineforcompletingthetool.RecipientsshouldrequestextensionsbyemailingtherequesttoCivilRightsEvaluation@hqdhs.govpriortoexpirationofthe30-daydeadline.ArticleIV-AcknowledgementofFederalFundingfromDHSRecipientsmustacknowledgetheiruseoffederalfundingwhenissuingstatements,pressreleases,requestsforproposal,bidinvitations,andotherdocumentsdescribingprojectsorprogramsfundedinwholeorinpartwithfederalfunds.ArticleV-ActivitiesConductedAbroadRecipientsmustensurethatprojectactivitiesperformedoutsidetheUnitedStatesarecoordinatedasnecessarywithappropriategovernmentauthoritiesandthatappropriatelicenses,permits,orapprovalsareobtained.ArticleVI-AgeDiscriminatlonActof1975RecipientsmustcomplywiththerequirementsoftheAgeDiscrim.nationActof1975,PublicLaw94-135(1975)(codifiedasamendedatTitle42,U.SCode,section6101etseq.),whichprohibitsdiscriminationonthebasisofageinanyprogramoractivityreceivingfederalfinancialassistance.ArticleVII-AmericanswithDisabilitiesActof1990RecipientsmustcomplywiththerequirementsofTitlesI,!!,andllloftheAmericanswithDisabilitiesAct,Pub.L101-336(1990)(codifiedasamendedat42US.C.sections12101-12213),whichprohibitsrecipientsfromdiscriminatingonthebasisofdisabilityintheoperationofpublicentities,publicandprivatetransportationsystems,placesofpublicaccommodation,andcertaintestingentities.ArticleVIII-BestPracticesforCollectionandUseofPersonallyidentiflableInformationRecipientswhocollectpersonallyidentifiableinformation(Pll)arerequiredtohaveapubliclyavailableprivacypolicythatdescribesstandardsontheusageandmaintenanceofthePlltheycollect.DHSdefinesPIIasanyinformationthatpermitstheidentityofanindividualtobedirectlyorindirectlyinferred,includinganyinformationthatislinkedorlinkabletothatindividual.RecipientsmayalsofindtheDHSPrivacyImpactAssessments:PrivacyGuidanceandPrivacyTemplateasusefulresourcesrespectively.ArticleIX-CivilRightsActof1984-TitleVIRecipientsmustcomplywiththerequirementsofTitleVioftheCivilRightsActof1964(codifiedasamendedat42U.S.C.section2000detseq.),whichprovidesthatnopersonintheUnitedStateswill,onthegroundsofrace,color,ornationalorigin,beexcludedfromparticipationin,bedeniedthebenefitsof,orbesubjectedtodiscriminationunderanyprogramoractivityDHS-FEMA-EMPG-FY22Page28of39KittitasCounty,E23-184
