19-0� WATERSHED <br />SCIENCE & ENGINEERING February 14, 2023 <br />Task 3. Development Impact Assessment <br />Based on results from Task 2, MFA will revise the proposed development plan to accommodate the <br />preferred flood reduction alternative. WSE will complete the following tasks to assess potential flood <br />impacts of full buildout conditions under the revised plan. <br />Task 3.1. Flood Review of Proposed Development <br />WSE will: <br />• Create figures that overlay the proposed development plan on top of the flood inundation extents <br />and BFEs. This will identify the areas of planned development that will be impacted by flooding. <br />• WSE will present the figures to the County, MFA, and stakeholders in a virtual meeting. The results <br />and potential required development refinements will be discussed. <br />Deliverables: Figures overlaying proposed development concept on flood extents and BFEs. <br />Assumptions: WSE and will participate in up to two virtual meetings with MFA to discuss development <br />alternatives. MFA and the stakeholders will select a preferred development concept. MFA will refine the <br />development concept to reflect recommendations expressed during the stakeholder meeting, and will <br />develop a conceptual full buildout plan. <br />Task 3.2. Floodplain Impact and Compensatory Storage Assessment <br />WSE will update the preferred alternative hydraulic model to incorporate the proposed development full <br />buildout fill plan, run the model to simulate the 1% AEP flood, and compare results to baseline conditions <br />to document changes in floodplain BFEs, inundated extents, and flood storage. The purpose will be to <br />evaluate potential flood impacts and compensatory storage requirements of full buildout conditions. <br />Results will be provided to the County and project stakeholders to support land use planning discussions. <br />Deliverables: <br />Figures comparing BFEs and flood inundation for full buildout conditions to baseline conditions to support <br />floodplain impacts assessment and compensatory storage requirements for the proposed development <br />Assumption: <br />Fill extents for the full buildout condition would be determined by MFA and the County. The County will <br />provide a LandXML including grading/fill for each land use alternative to WSE for incorporation into the <br />hydraulic model. <br />Task 3.3. Technical Memorandum <br />WSE will prepare a letter report to document the floodplain impacts and compensatory storage <br />requirements for the full buildout condition. The memorandum will also include descriptions of additional <br />floodplain development factors that will need to be evaluated/considered if the stakeholder group decides <br />to advance the preferred alternative (e.g. a FEMA conditional letter of map revision (CLOMR), <br />compensatory storage requirements, floodplain impacts that will need to be mitigated). The memorandum <br />will be submitted to the County for review. WSE will finalize the memorandum upon receipt of comments. <br />Deliverables: <br />Draft Memorandum <br />Final Memorandum <br />
